Disclosed herein is a method of cementing a surface with a set-delayed cement composition. The method comprises providing a set-delayed cement composition comprising water, pumice, hydrated lime, and a set retarder. The method further comprises placing the set-delayed cement composition into or onto a surface to be cemented and allowing the set-delayed cement composition to set in the surface.

What is claimed is: 1. A method of roadway repair with a set-delayed cement composition comprising: mixing a set-delayed cement composition comprising water, pumice, hydrated lime, and a set retarder; storing the set-delayed cement composition; transporting the set-delayed cement composition on a mobile cementing unit to a roadway comprising a defect; activating the set-delayed cement composition with at least one cement set activator to produce an activated cement composition, the activator being selected from the group consisting of a Group IA hydroxide, a Group IIA hydroxide, a polyphosphate, potassium sulfate, sodium sulfate, and combinations thereof, wherein the activator is provided in an amount such that the activated cement composition sets to form a hardened mass in a time range of about 30 seconds to about 2 hours; placing the set-delayed cement composition onto or into the defect; and allowing the set-delayed cement composition to set. 2. The method of claim 1 wherein the set retarder comprises at least one retarder selected from the group consisting of a phosphate, a phosphonate, a phosphonic acid, a phosphonic acid derivative, a lignosulfonate, a salt, an organic acid, a carboxymethylated hydroxyethylated cellulose, a synthetic co- or ter-polymer comprising sulfonate and carboxylic acid groups, a borate compound, and any mixture thereof. 3. The method of claim 1 wherein the set-delayed cement composition further comprises a fiber. 4. The method of claim 1 wherein the set-delayed cement composition further comprises a dispersant selected from the group consisting of a sulfonated-formaldehyde-based dispersant, a polycarboxylated ether dispersant, and any combination thereof. 5. The method of claim 1 further comprising, prior to the placing step, storing the set-delayed cement composition in a vessel in a size of about 1 pint to about 20,000 gallons. 6. The method of claim 1 , wherein set-delayed cement composition further comprises soil. 7. The method of claim 1 , wherein the set-delayed cement composition is pumped from the mobile cementing unit to the defect and wherein the defect to be cemented is about 100 feet or more away from the mobile cementing unit. 8. The method of claim 1 , wherein the set-delayed cement composition is mixed at a central plant and stored on the mobile cementing unit. 9. The method of claim 1 , further comprising adding a cement set accelerator to the set-delayed cement composition, wherein the cement set accelerator comprises at least one set accelerator selected from the group consisting of aluminum sulfate, alum, calcium chloride, calcium sulfate, gypsum-hemihydrate, sodium aluminate, sodium carbonate, sodium chloride, sodium silicate, sodium sulfate, ferric chloride, and combinations thereof. 10. A method of roadway repair with a set-delayed cement composite material comprising: providing a set-delayed cement composition comprising water, pumice, hydrated lime, and a set retarder; adding the set-delayed cement composition to a non-cementitious material; activating the set-delayed cement composition with at least one cement set activator to produce an activated cement composition, the activator being selected from the group consisting of a Group IA hydroxide, a Group IIA hydroxide, a polyphosphate, potassium sulfate, sodium sulfate, and combinations thereof, wherein the activator is provided in an amount such that the activated cement composition sets to form a hardened mass in a time range of about 30 seconds to about 2 hours; placing the set-delayed cement composition and non-cementitious material in a roadway defect; and allowing the set-delayed cement composition added to the non-cementitious material to set and form a set-delayed cement composite. 11. The method of claim 10 wherein the non-cementitious material comprises soil. 12. The method of claim 10 wherein the non-cementitious material comprises a waste selected from the group consisting of aqueous waste, a metal solid, an organic liquid, a spent acid, a petroleum solid, an inorganic liquid, a spent caustic, an adhesive, an epoxy, an organic paint, an ink, a lacquer, a waste oil, an incinerator residue, ethylene glycol, a brine solution, a wet sludge, a leachate contaminated waste, a plating sludge, a catalyst waste, a sandblasting waste, a drilling mud, a resin, a tar sludge, a contaminated soil, and any combination thereof. 13. The method of claim 10 , wherein the adding the set-delayed cement composition to a non-cementitious material comprises spraying the set-delayed cement composition on to the non-cementitious material. 14. The method of claim 10 , further comprising mixing the set-delayed cement composition at a central plant and storing the set-delayed cement composition on a mobile cementing unit, the set-delayed cement composition being transported to a roadway with the roadway defect on the mobile cementing unit. 15. A method of cementing with a set-delayed cement composition comprising: preparing a set-delayed cement composition comprising water, pumice, hydrated lime, and a set retarder; storing the set-delayed cement composition in a pumpable fluid state for at least about 1 day; activating the set-delayed cement composition with at least one cement set activator to produce an activate cement composition, the activator being selected from the group consisting of a Group IA hydroxide, a Group IIA hydroxide, a polyphosphate, potassium sulfate, sodium sulfate, and combinations thereof, wherein the activator is provided in an amount such that the activated cement composition sets to form a hardened mass its a time range of about 30 seconds to about 2 hours; and placing the set-delayed cement composition onto or into a surface, wherein the placing comprises at least one step selected from the group consisting of: 1) placing the set-delayed cement composition into the surface to be cemented, the surface to be cemented comprising a surface of a water well; 2) placing the set-delayed cement composition into the surface to be cemented, the surface comprising a waste material; 3) pumping the set-delayed cement composition from a storage unit comprising the set-delayed cement composition to the surface being about 100 feet or more away from the storage unit, the surface being selected from the group consisting of a patio, a sidewalk, a drive way, a wall, a floor, a basement, a foundation, a roadway, and any combination thereof; and 4) adding the set-delayed cement composition with a soil to form a soil cement. 16. The method of claim 15 , wherein the set-delayed cement composition is pumped from the storage unit over an obstacle to the surface being about 100 feet or more away from the storage unit, the set-delayed cement composition being activated by mixing with a cement set activator in a nozzle of a conduit through which the set-delayed cement composition has been pumped. 17. The method of claim 15 , wherein the set-delayed cement composition is poured or sprayed over the waste material, a cement set activator being added to the set-delayed cement composition once the set-delayed cement composition has been applied to the waste material.
