Catalysts include five-membered nitrogen containing heterocyclic compounds as ligands for metal ions which have catalytic activity. The catalysts are used to electrolessly plate metal on metal clad and un-clad substrates.

What is claimed is: 1. An aqueous catalyst solution consisting essentially of palladium ions, water, and 5,5-dimethyl hydantoin; and a pH of the aqueous catalyst solution is from 2-6. 2. The aqueous catalyst solution of claim 1 , wherein a molar ratio of the 5,5-dimethyl hydantoin to palladium ions is from 1:1 to 4:1. 3. The aqueous catalyst solution of claim 1 , wherein the 5,5-dimethyl hydantoin is in amounts of 25 ppm to 1000 ppm. 4. The aqueous catalyst solution of claim 1 , wherein a source of the palladium ions is chosen from palladium chloride, palladium acetate, palladium potassium chloride, palladium sodium chloride, sodium tetrachloropalladate and palladium nitrate.
