An apparatus and method for transmitting a multimedia data packet are provided. The method includes receiving Bottom-up Network Abstraction Layer (B-NAL) information from a network entity, determining a media data quality based on the received B-NAL information and generating media data having the determined media data quality, and generating a packet including the generated media data and transmitting the packet to the network entity.

The invention claimed is: 1. A method for transmitting multimedia data by an entity, the method comprising: receiving bottom-up network abstraction layer (B-NAL) information from an underlying layer to an application layer; determining a multimedia data quality to optimize a delivery of the multimedia data based on the received B-NAL information; generating a packet including the multimedia data based on the determined media data quality; and transmitting the generated multimedia data, wherein the B-NAL information comprises network channel condition information. 2. The method of claim 1 , wherein the B-NAL information further comprises at least one of service quality information and control information requested by a terminal.
