The construction method of NALU (Network Abstraction Layer Unit) for IPv6 label switching and its using algorithms of video encoding, QoS control, and decoding are provided. According to an embodiment of the present invention, the NALU format is composed of the NALH (Network Abstraction Layer Header) including the label and the NAL (Network Ab straction Layer) payload. Here, the label is determined based on layer information which is combination of a spatial scalable level, a temporal scalable level, and a quality scalable level of the encoded data. The decoder uses the label to decide which one of multiple decoding modules is used to decode the current NAL payload. Moreover, the label can be included in the packet header so that the MANE (Media Aware Network Element) can use the label to decide whether to forward the packet or drop it. For example, the label in the packet header can be used for QoS control of video service by using the flow label field in IPv6 packet header. The IPv6 router can identify priority of the video packet by using the 20 bit long flow label, into which the label in NALH can be inserted. According to the embodiment, the MANE assumed in the MPEG and JVT (Joint Video Team) can be implemented effectively.

The invention claimed is: 1. A method for decoding bitstream including Network Abstraction Layer Unit(NALU) by decoder, comprising: receiving the bitstream including NALU, NALU including Network Abstraction Layer Payload including encoded data and Network Abstraction Layer Header (NALH) including a layer identification information for identifying a layer of the encoded data; decoding the bitstream according to a value of the layer identification information, wherein the value of the layer identification information is mapped to values for identifying a spatial scalability and a quality scalability and/or a view index, and wherein the NALH has a length of 2 bytes, and wherein the NALH includes a field indicating type of the NALU and layer_id field representing the layer identification information, and wherein the NALH includes information for use in single layer video coding, scalable video coding (SVC), and multi-view coding (MVC) in common, and wherein the value of the layer identification information is represented by an integer value of a limited number of integer values and indicates a predetermined layer, and wherein in SVC, the value of the layer identification information is mapped to the combination of values for identifying a spatial scalability and a quality scalability of the predetermined layer using a mapping information which describes a relationship between the value of the layer identification information and the combination, and wherein in MVC, the value of the layer identification information is mapped to a view index using a mapping information which describes a relationship between the value of the layer identification information and the view index. 2. The method of claim 1 , wherein the value of the layer identification information is a value of the layer identification information in NALU of a present layer or a reference layer. 3. The method of claim 1 , wherein the view index for MVC is a value for identifying a view of the predetermined layer. 4. The method of claim 1 , wherein the mapping information is received through one of a parameter set transmitting video parameter, a parameter set transmitting sequence parameter and a parameter set transmitting picture parameter, and wherein the mapping information is a mapping table which describes a relationship between the value of the layer identification information, and the combination and/or the view index. 5. The method of claim 1 , wherein the decoding includes decoding a picture composed by a plurality of layers and/or views based on the layer identification information, and the layer identification information is parsed according to the mapping information. 6. The method of claim 5 , wherein the picture composed by the plurality of layers and/or views is decoded by multiple decoding modules assigned respectively for decoding different layer and/or view based on the value of scalability and/or view value acquired by parsing the layer identification information according to the mapping information. 7. The method of claim 1 , wherein the value of the layer identification information is mapped to a value of at least one of spatial, quality and temporal scalability of the predetermined layer and/or a view index. 8. The method of claim 1 , wherein a predetermined bitstream is extracted using a predetermined set of values of the layer identification information. 9. A method for encoding a picture by encoder, comprising: generating a encoded data by encoding a input picture; generating a Network Abstraction Layer Unit(NALU), NALU including Network Abstraction Layer Payload including the encoded data and Network Abstraction Layer Header (NALH) including the layer identification information for identifying a layer of the encoded data; transmitting a bitstream including the NALU, wherein the value of the layer identification information is mapped to values for identifying a spatial scalability and a quality scalability and/or a view index, and wherein the NALH has a length of 2 bytes, and wherein the NALH includes a field indicating type of the NALU and layer_id field representing the layer identification information, and wherein the NALH includes information for use in single layer video coding, scalable video coding (SVC), and multi-view coding (MVC) in common, and wherein the value of the layer identification information is represented by an integer value of a limited number of integer values and indicates a predetermined layer, and wherein in SVC, the value of the layer identification information is mapped to the combination of values for identifying a spatial scalability and a quality scalability of the predetermined layer using a mapping information which describes a relationship between the value of the layer identification information and the combination, and wherein in MVC, the value of the layer identification information is mapped to a view index using a mapping information which describes a relationship between the value of the layer identification information and the view index. 10. The method of claim 9 , wherein the value of the layer identification information is a value of the layer identification information in NALU of a present layer or a reference layer. 11. The method of claim 9 , wherein the mapping information is transmitted through one of a parameter set transmitting video parameter, a parameter set transmitting sequence parameter and a parameter set transmitting picture parameter, and wherein the mapping information is a mapping table which describes a relationship between the value of the layer identification information, and the combination and/or the view index. 12. The method of claim 9 , wherein the encoding includes encoding the input picture using multiple encoding modules including a base layer encoding module and multiple enhanced layer encoding modules and wherein the layer identification information is generated according to a result of encoding. 13. The method of claim 9 , wherein the value of the layer identification information is mapped to a value of at least one of spatial, quality and temporal scalability of the predetermined layer and/or a view index. 14. The method of claim 9 , wherein a predetermined bitstream is extracted using a predetermined set of values of the layer identification information.
