A digital broadcasting system and a method of processing data are disclosed, which are robust to error when mobile service data are transmitted. To this end, additional encoding is performed for the mobile service data, whereby it is possible to strongly cope with fast channel change while giving robustness to the mobile service data.

What is claimed is: 1. A method of transmitting a broadcast signal in a transmitter, the method comprising: encoding data transmission units including broadcast data by adding parity data; interleaving the encoded broadcast data; encoding first signaling data, wherein the first signaling data includes transmission parameters of the encoded broadcast data; allocating the interleaved broadcast data and the encoded signaling data to a frame; modulating the frame; and transmitting the broadcast signal carrying the modulated frame, wherein the first signaling data includes a code rate of the data transmission unit and information for fast service acquisition, wherein the modulated frame includes second signaling data, wherein the second signaling data includes the fast service acquisition information for a receiver to locate upper layer signaling information, wherein the modulated frame carries transport packets, wherein a first transport packet carries IP packets including the broadcast data, and wherein a second transport packet carries service signaling data describing a service provided by the encoded broadcast data.
