According to one embodiment, a method of processing broadcast data in a broadcast transmitter includes: encoding the broadcast data for broadcast service; encoding signaling information for signaling the broadcast data; assigning the encoded broadcast data and the encoded signaling information into a signal frame; and transmitting a broadcast signal including the signal frame. The broadcast signal further includes a signaling table having access information of the broadcast data. The signaling table includes service id information for identifying the broadcast service and component information for indicating a number of components in the broadcast service.

What is claimed: 1 . A method of processing a broadcast signal, the method comprising: encoding data in at least one first data packet having a first header that includes stuffing indication information and a first payload that includes at least one second data packet by an encoder, wherein each second data packet has a second header and a second payload, wherein the second header includes type information for indicating a type of the second data packet, wherein the second payload includes any one of a single input packet, a portion of the single input packet and two or more input packets which carries broadcast data, and wherein the stuffing indication information in the first header indicates whether stuffing data are included in the first data packet; and transmitting the broadcast signal having a signal frame including the encoded data by a transmitter, wherein the signal frame further includes fast service acquisition information providing information necessary to locate service signaling information, service type information of a service, service protection information of the service and channel information of the service, and wherein the service signaling information includes access information of service components. 2 . The method of claim 1 , wherein the broadcast signal further includes data for a non-real time service. 3 . The method of claim 1 , wherein the second header further includes information for identifying a number of input packets included in the second payload. 4 . The method of claim 1 , wherein the service signaling information further includes information for indicating whether the service is active. 5 . An apparatus of processing a broadcast signal, the method comprising: an encoder to encode data in at least one first data packet having a first header that includes stuffing indication information and a first payload that includes at least one second data packet, wherein each second data packet has a second header and a second payload, wherein the second header includes type information for indicating a type of the second data packet, wherein the second payload includes any one of a single input packet, a portion of the single input packet and two or more input packets which carries broadcast data, and wherein the stuffing indication information in the first header indicates whether stuffing data are included in the first data packet; and a transmitter to transmit the broadcast signal having a signal frame including the encoded data, wherein the signal frame further includes fast service acquisition information providing information necessary to locate service signaling information, service type information of a service, service protection information of the service and channel information of the service, and wherein the service signaling information includes access information of service components. 6 . The apparatus of claim 5 , wherein the broadcast signal further includes data for a non-real time service. 7 . The apparatus of claim 5 , wherein the second header further includes information for identifying a number of input packets included in the second payload. 8 . The apparatus of claim 5 , wherein the service signaling information further includes information for indicating whether the service is active.
