What is claimed is: 1. A battery protecting circuit for protecting a secondary battery including at least a first cell and a second cell, which are connected in series, the battery protecting circuit comprising: a first terminal connected on a high potential side of the first cell; a second terminal connected on a low potential side of the first cell and a high potential side of the second cell; a third terminal connected on a low potential side of the second cell; a charge abnormality detecting circuit which detects abnormality of the charged state of the secondary battery; a shifting circuit for shifting electric potential of the second terminal on a side of the first terminal or on a side of a third terminal when a disconnection occurs between the secondary battery and the second terminal, the shifting circuit including a switching circuit; a disconnection detecting circuit for detecting the disconnection based on the electric potential of the second terminal; and a latching circuit for retaining a result detected by the disconnection detecting circuit, wherein, after the result detected by the disconnection detecting circuit is retained by the latching circuit, an electric potential of the second terminal is prevented from shifting by the switching circuit included in the shifting circuit. 2. The battery protecting circuit according to claim 1 , wherein, after the result detected by the disconnection detecting circuit is retained by the latching circuit, the switching circuit of the shifting circuit equalizes an input impedance between the first terminal and the second terminal to an input impedance between the second terminal and the third terminal so that the electric potential of the second terminal is prevented from shifting by the switching circuit. 3. The battery protecting circuit according to claim 1 , further comprising: a reset terminal for resetting the latching circuit. 4. The battery protecting circuit according to claim 1 , further comprising: a switching unit for switching over validity or invalidity of the latching circuit and the disconnection detecting circuit. 5. The battery protecting circuit according to claim 4 , wherein the switching unit switches over the validity or the invalidity of the latching circuit and the disconnection detecting circuit by a fuse. 6. The battery protecting circuit according to claim 1 , further comprising: a first discharging cell for discharging the first cell if the cell voltage of the first cell is a predetermined value or greater; and a second discharging cell for discharging the second cell if the cell voltage of the second cell is a predetermined value or greater. 7. A battery protecting device comprising: the battery protecting circuit according to claim 1 ; and a shutoff unit for shutting off an electric current flowing through the secondary battery based on the result detected by the disconnection detecting circuit. 8. A battery pack comprising: the battery protecting device according to claim 7 ; and the secondary battery.
