What is claimed is: 1 . A fluorine-containing polymer comprising a repeating unit represented by General Formula (I), in General Formula (I), L 1 represents a single bond or a divalent linking group, R 1 represents a hydrogen atom, a fluorine atom, a chlorine atom, or an alkyl group having 1 to 20 carbon atoms, and R 2 is a group including at least one of: (a) a group represented by Formula (1), (2), or (3), (b) a perfluoropolyether group, or (c) an alkyl group having 1 to 20 carbon atoms, in which the alkyl group has a hydrogen bond between a proton-donating functional group and a proton-accepting functional group, and at least one carbon atom has a fluorine atom as a substituent, 2 . The fluorine-containing polymer according to claim 1 , further comprising a repeating unit represented by General Formula (II), in General Formula (II), R 3 represents a hydrogen atom, a fluorine atom, a chlorine atom, or an alkyl group having 1 to 20 carbon atoms, R 4 represents an aromatic ring which may have a substituent, and L 2 represents a single bond or a divalent linking group. 3 . The fluorine-containing polymer according to claim 1 , further comprising a repeating unit represented by General Formula (III), in General Formula (III), R 5 represents a hydrogen atom, a fluorine atom, a chlorine atom, or an alkyl group having 1 to 20 carbon atoms, L 3 represents a single bond or a divalent linking group, and Q 1 represents a group including a polymerizable group selected from the group consisting of a cationically polymerizable group and a radically polymerizable group. 4 . The fluorine-containing polymer according to claim 1 , further comprising a repeating unit represented by General Formula (IV), in General Formula (IV), R 6 represents a hydrogen atom, a fluorine atom, a chlorine atom, or an alkyl group having 1 to 20 carbon atoms, U 1 and U 2 each independently represent —O—, —S—, —COO—, —OCO—, —CONH—, —NHCOO—, or —NH—, R 7 and R 8 each independently represent a hydrogen atom, a substituted or unsubstituted aliphatic hydrocarbon group, a substituted or unsubstituted aryl group, or a substituted or unsubstituted heteroaryl group, R 7 and R 8 may be linked to each other through a linking group, and L 4 represents a single bond or a divalent linking group. 5 . The fluorine-containing polymer according to claim 1 , further comprising a partial structure formed by a radical polymerization of a compound having a mesogen group derived from at least one liquid crystal compound selected from the group consisting of a rod-like liquid crystal compound and a disk-like liquid crystal compound, and two or more polymerizable groups, wherein the fluorine-containing polymer is branched. 6 . The fluorine-containing polymer according to claim 5 , wherein the compound having a mesogen group derived from the rod-like liquid crystal compound, and two or more polymerizable groups is a compound represented by General Formula (X), in General Formula (X), Q X1 and Q X2 each independently represent a polymerizable group, L X1 and L X4 each independently represent a divalent linking group, L X2 and L X3 each independently represent a single bond or a divalent linking group, Cy X1 , Cy X2 , and Cy X3 each independently represent a divalent cyclic group, and nx represents an integer of 0 to 3. 7 . The fluorine-containing polymer according to claim 5 , wherein the compound having a mesogen group derived from the disk-like liquid crystal compound, and two or more polymerizable groups is a compound represented by General Formula (I-X), in General Formula (I-X), Y 11 , Y 12 , and Y 13 each independently represent a methine which may be substituted or a nitrogen atom, L 1 , L 2 , and L 3 each independently represent a single bond or a divalent linking group, H 1 , H 2 , and H 3 each independently represent a group represented by General Formula (I-A) or a group represented by General Formula (I-B), and R 1 , R 2 , and R 3 each independently represent a group represented by General Formula (I-R), in General Formula (I-A), YA 1 and YA 2 each independently represent a methine which may have a substituent, or a nitrogen atom, XA represents an oxygen atom, a sulfur atom, a methylene, or an imino, * represents a position for bonding to an L 1 to L 3 side in General Formula (I-X), and ** represents a position for bonding to an R 1 to R 3 side in General Formula (I-X), in General Formula (I-B), YB 1 and YB 2 each independently represent a methine which may have a substituent, or a nitrogen atom, XB represents an oxygen atom, a sulfur atom, a methylene, or an imino, * represents a position for bonding to an L 1 to L 3 side in General Formula (I-X), and ** represents a position for bonding to an R 1 to R 3 side in General Formula (I-X), in General Formula (I-R), * represents a position for bonding to an H 1 to H 3 side in General Formula (I-X), U 1 represents a single bond or a divalent linking group, Q 2 represents a divalent group having at least one cyclic structure, n1 represents an integer of 0 to 4, U 2 and L 3 each independently represent a divalent linking group, and Q 1 represents a polymerizable group or a hydrogen atom, provided that in General Formula (I-X), at least two of a plurality of Q 1 's represent polymerizable groups. 8 . The fluorine-containing polymer according to claim 1 , further comprising a partial structure formed by a radical polymerization of a compound having a mesogen group derived from at least one liquid crystal compound selected from the group consisting of a rod-like liquid crystal compound and a disk-like liquid crystal compound, and two or more polymerizable groups, wherein the fluorine-containing polymer is branched, and in General Formula (I), R 2 is a group including at least one of: (a) the group represented by the Formula (1), (2), or (3), (c) the alkyl group having 1 to 20 carbon atoms, in which the alkyl group has a hydrogen bond between a proton-donating functional group and a proton-accepting functional group, and at least one carbon atom has a fluorine atom as a substituent. 9 . The fluorine-containing polymer according to claim 1 , further comprising a repeating unit represented by General Formula (II) and a partial structure, wherein the fluorine-containing polymer is branched, in General Formula (I), R 2 is a group including (b) the perfluoropolyether group, in General Formula (II), R 3 represents a hydrogen atom, a fluorine atom, a chlorine
