A shovel includes a detecting part configured to detect a person around the shovel. The detecting part detects a first person with a relatively high probability, a second person with a relatively lower probability than the first person, and a third person with a relatively lower probability than the second person, wherein the first person wears both a helmet and clothing with a reflective material, the second person wears one of the helmet and the clothing with the reflective material, and the third person wears neither the helmet nor the clothing with the reflective material.

A shovel comprising: a detecting part configured to detect a person around the shovel, wherein the detecting part detects a first person with a relatively high probability, a second person with a relatively lower probability than the first person, and a third person with a relatively lower probability than the second person, wherein the first person wears both a helmet and clothing with a reflective material, the second person wears one of the helmet and the clothing with the reflective material, and the third person wears neither the helmet nor the clothing with the reflective material. 2 . The shovel according to claim 1 , further comprising: an image capturing device configured to capture an image around the shovel; and a sensor configured to obtain information related to intensity of reflected light received from an object around the shovel, wherein the detecting part includes a first detecting part configured to detect the person based on the image captured by the image capturing device, and a second detecting part configured to detect the person based on an output of the sensor. 3 . The shovel according to claim 1 , further comprising, a notification part configured to provide a notification to at least one of interior and exterior of a cabin when the person is detected by the detecting part, wherein the notification part is configured to provide the notification in a first manner when the person is detected by the first detecting part, and provide the notification in a second manner that is different from the first manner when the person is detected by the second detecting part. 4 . The shovel according to claim 2 , wherein a first safety function, related to ensuring safety of the shovel, is activated when the person is detected by the first detecting part, and a second safety function, related to ensuring the safety of the shovel, is activated when the person is detected by the second detecting part such that the second safety function provides a higher safety level than the first safety function. 5 . The shovel according to claim 4 , wherein the first safety function is a function that provides a notification to one or both of an interior and an exterior of a cabin, and the second safety function is a function that limits an operation of the shovel. 6 . A safety equipment confirmation system at a worksite, the safety equipment confirmation system comprising: a plurality of different types of sensors; and an identification device configured to detect, based on outputs of the sensors, a worker at the worksite where a plurality of pieces of safety equipment are recommended or required to be worn, and identify a wearing state of each piece of the plurality of pieces of safety equipment by the worker. 7 . The safety equipment confirmation system at the worksite according to claim 6 , wherein the plurality of pieces of safety equipment include at least one of a helmet, clothing with a reflective material, a safety belt, earplugs, safety shoes, predetermined gloves, a predetermined mask, predetermined safety glasses, a predetermined face shield for protecting a face of the worker, and a portable alarm device configured to provide a notification of approach of a predetermined object. 8 . The safety equipment confirmation system at the worksite according to claim 6 , further comprising, a storage device configured to store information related to an identification result of the identification device.
