What is claimed is: 1 . A composite electrolyte comprising: 0.1% by weight to 10% by weight of polymer fibers having an average diameter of 1 nm to 100 nm; lithium-containing inorganic particles; and an organic electrolytic solution containing lithium ions. 2 . A secondary battery comprising: a positive electrode active material-containing layer; a negative electrode active material-containing layer; and a composite electrolyte provided on a surface of at least one of the positive electrode active material-containing layer and the negative electrode active material-containing layer, and wherein the composite electrolyte is the composite electrolyte according to claim 1 . 3 . The secondary battery according to claim 2 , wherein: a specific surface area of the lithium-containing inorganic particles according to a BET adsorption method using N 2 is 10 m 2 /g to 500 m 2 /g; and a content of the lithium-containing inorganic particles of the composite electrolyte is 85% by weight to 98% by weight. 4 . The secondary battery according to claim 2 , wherein the lithium-containing inorganic particles contain lithium ion conductive inorganic solid electrolyte particles. 5 . The secondary battery according to claim 2 , wherein the polymer fibers contain cellulose. 6 . The secondary battery according to claim 2 , wherein the negative electrode active material-containing layer contains a titanium-containing oxide. 7 . The secondary battery according to claim 6 , wherein the titanium-containing oxide contains at least one selected from group consisting of a lithium titanium oxide having a spinel structure, a monoclinic titanium oxide, and a niobium titanium oxide. 8 . The secondary battery according to claim 2 , further comprising a current collector having a first surface and a second surface located opposite to the first surface, wherein the secondary battery has a bipolar structure in which the positive electrode active material-containing layer is provided on the first surface of the current collector, and the negative electrode active material-containing layer is provided on the second surface. 9 . A battery pack comprising one or more of secondary batteries, each according to claim 2 . 10 . The battery pack according to claim 9 , further comprising: an external power distribution terminal; and a protective circuit. 11 . The battery pack according to claim 9 comprising two or more of the secondary batteries, wherein the two or more secondary batteries are electrically connected in series, in parallel, or in combination of series and parallel. 12 . A vehicle comprising the battery pack according to claim 9 . 13 . The vehicle according to claim 12 , which comprises a mechanism configured to convert kinetic energy of the vehicle into regenerative energy.
