An environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate to be mixed with a proportioned quantity of water, to produce a fire extinguishing water stream that produces good immediate extinguishing effects when applied to extinguish a burning or smoldering fire, and good long-term fire inhibiting effects when being proactively applied to protect combustible surfaces against the threat of fire. The environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate includes: a dispersing agent realized in the form of a quantity of water, for dispersing potassium ions dissolved in water; a fire inhibiting agent in the form of at least one alkali metal salt of a nonpolymeric saturated carboxylic acid, specifically potassium citrate, for providing potassium ions dispersed in the quantity of water when the potassium citrate is dissolved in the quantity of water; and a dispersing agent in the form of triethyl citrate, an ester of citric acid, for dispersing the potassium ions in the quantity of water, and lowering the surface tension of the liquid solution formed when the potassium citrate is dissolved in the quantity of water, forming of a fire extinguishing liquid solution, for mixing with a proportioned amount of water, to produce a fire extinguishing water stream having good immediate extinguishing effects when applied to extinguish a burning or smoldering fire, and good long-term fire inhibiting effects when applied proactively to protect combustible surfaces against the threat of fire ignition and flame spread of an incident fire.

What is claimed is: 1 . An environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate to be mixed with a proportioned quantity of water, to produce a fire extinguishing water stream, said environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate comprising: a quantity of water, for dispersing potassium ions dissolved in said quantity of water; a fire inhibiting agent in the form of at least one alkali metal salt of a nonpolymeric saturated carboxylic acid, specifically potassium citrate, for providing potassium ions dispersed in the quantity of water when said potassium citrate is dissolved in said quantity of water; and a dispersing agent in the form of triethyl citrate, an ester of citric acid, for dispersing the potassium ions in said quantity of water, when said potassium citrate is dissolved in said quantity of water, so as to enable the formation of said environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate for mixing with a proportioned quantity of water to produce a fire extinguishing water stream for use in extinguishing an active fire. 2 . The environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate of claim 1 , wherein said potassium citrate comprises tripotassium citrate. 3 . The environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate of claim 2 , wherein said tripotassium citrate comprises tripotassium citrate monohydrate. 4 . The environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate of claim 1 , wherein said alkali metal salts of nonpolymeric saturated carboxylic acids further comprises: alkali metal salts of oxalic acid; alkali metal salts of gluconic acid; alkali metal salts of citric acid; and also alkali metal salts of tartaric acid. 5 . An environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate to be mixed with a proportioned quantity of water, to produce a fire extinguishing water stream that produces good immediate extinguishing effects when applied to extinguish a burning or smoldering fire, and good long-term fire inhibiting effects when being proactively applied to protect combustible surfaces against the threat of fire, said environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate comprises: a dispersing agent realized in the form of a quantity of water, for dispersing potassium ions dissolved in water; a fire inhibiting agent in the form of at least one alkali metal salt of a nonpolymeric saturated carboxylic acid, specifically potassium citrate, for providing potassium ions dispersed in the quantity of water when said potassium citrate is dissolved in said quantity of water; and a dispersing agent in the form of triethyl citrate, an ester of citric acid, for dispersing the potassium ions in said quantity of water, and lowering the surface tension of the liquid solution formed when said potassium citrate is dissolved in said quantity of water, and forming said environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate, for mixing with a proportioned amount of water, that produces a fire extinguishing water stream providing good immediate extinguishing effects when applied to extinguish a burning or smoldering fire, and good long-term fire inhibiting effects when applied proactively to protect combustible surfaces against the threat of fire. 6 . The environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate of claim 5 , wherein said potassium citrate comprises tripotassium citrate. 7 . The environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate of claim 6 , wherein said tripotassium citrate comprises tripotassium citrate monohydrate. 8 . The environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate of claim 5 , wherein said alkali metal salts of nonpolymeric saturated carboxylic acids further comprises: alkali metal salts of oxalic acid; alkali metal salts of gluconic acid; alkali metal salts of citric acid; and also alkali metal salts of tartaric acid. 9 . The environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate according to claim 1 , wherein said fire extinguishing liquid solution is formed by mixing said environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate with a proportioned quantity of water under pressure to generate said fire extinguishing water stream for use in extinguishing an active fire. 10 . The environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate according to claim 1 , wherein said aqueous-based fire extinguishing biochemical liquid concentrate is stored in a container, into which an inductor is insertable for mixing said environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate with said proportioned quantity of water under pressure to generate said fire extinguishing water stream for use in extinguishing said active fire. 11 . The environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate according to claim 10 , wherein a pressurized spray nozzle, in fluid communication with said inductor, is used to spray said fire extinguishing water stream onto said active fire. 12 . An environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate to be mixed with a proportioned quantity of water, to produce a fire extinguishing water stream that provides good immediate extinguishing effects when applied to extinguish a burning or smoldering fire, and good long-term fire inhibiting effects when applied proactively to protect combustible surfaces against the threat of fire, said environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate comprises: a major amount of water for dispersing potassium ions dissolved in water; a major amount of fire inhibiting agent in the form of at least one alkali metal salt of a nonpolymeric saturated carboxylic acid, specifically potassium citrate, for providing potassium ions dispersed in the water when said potassium citrate is dissolved in said quantity of water; and a minor amount of dispersing agent in the form of triethyl citrate, an ester of citric acid, for dispersing the potassium ions in said quantity of water, when said potassium citrate is dissolved in said quantity of water, and forming of said environmentally-clean aqueous-based fire extinguishing biochemical liquid concentrate which, when mixed with proportioned quantities of water, produces a fire extinguishing water stream that provides good immediate extinguishing effects when applied to extinguish a burning or smoldering fire, and good long-term fire inhibiting effects when applied proactively to protect combustible surfaces against the threat of fire ignition and flame spread. 13 . The environmentally-clean aqueous-based fire inhibiting biochemical liquid concentrate of claim 12 , wherein said potassium citrate comprises tripotassium citrate (TPC). 14 . The environmentally-clean aqueous-based fire inhibiting biochemical liquid concentrate of claim 13 , wherein said tripotassium citrate (TPC) comprises tripotassium citrate monohydrate. 15 . The environmentally-clean aqueous-based fire inhibiting biochemical liquid concentrate of claim 12 , wherein said alkali metal salts of nonpolymeric saturated carboxylic acids further comprises: one or more biochemicals selected from the group consisting of: alkali metal salts of oxalic acid;
