The invention claimed is: 1 . A unit cell of a phased array antenna comprising: a base plate; a first ground member and a first signal member formed by at least one conductive layer disposed on at least one dielectric layer that projects from the base plate; and a ground pillar, wherein the first signal member is disposed between the ground pillar and the first ground member, the first signal member is electrically isolated from the ground pillar and the first ground member, and the first signal member is shaped to encapsulate at least a portion of the ground pillar such that the portion of the ground pillar is positioned between at least two portions of the first signal member and configured to capacitively couple to the ground pillar. 2 . The unit cell of claim 1 , comprising a second ground member spaced apart from the ground pillar on an opposite side from the first ground member, wherein the second ground member is configured to capacitively couple to the ground pillar. 3 . The unit cell of claim 1 , wherein the unit cell is configured to receive RF signals in a frequency range between a first frequency and a second frequency that is higher than the first frequency and the first signal member projects from the base plate with a maximum height of one-half of a wavelength of the second frequency. 4 . The unit cell of claim 1 , wherein the ground pillar and the first ground member are electrically connected to the base plate. 5 . The unit cell of claim 1 , wherein a distal portion of the first ground member and a distal portion of the first signal member are symmetrical about a plane disposed midway between the first ground member and the first signal member. 6 . The unit cell of claim 1 , wherein the first signal member comprises a plurality of substrate layers, the plurality of substrate layers comprising at least two outer substrate layers that project toward the ground pillar to encapsulate the portion of the ground pillar. 7 . The unit cell of claim 6 , wherein the at least two outer substrate layers are separated from the ground pillar by at least 0.005 inches. 8 . The unit cell of claim 6 , wherein the plurality of substrate layers comprises at least one middle substrate layer positioned between the at least two outer layers. 9 . The unit cell of claim 6 , wherein a metallic layer is bonded to each of the at least two outer substrate layers. 10 . The unit cell of claim 9 , wherein a metallic layer bonded to a first outer substrate layer of the at least two outer substrate layers is connected to a metallic layer bonded to a second outer substrate layer of the at least two outer substrate layers by one or more conductive vias.
