What is claimed is: 1 . A tape affixing system comprising: a stocker that stores a plurality of tape magazines each accommodating a dicing tape wound in a roll shape with a part of the dicing tape reeled out; an affixing apparatus which includes a pair of regulation sections that regulates a reel-out region where the part of the dicing tape is reeled out in a folded U shape to a predetermined track, on which each of the tape magazines is replaceably mountable, and which affixes the dicing tape to a dicing frame and a workpiece; and a delivery apparatus that delivers the tape magazine between the stocker and the affixing apparatus, the pair of regulation sections moves to be spaced each other up and down from a standby time position which is positioned at an inner side of a standby time track of the dicing tape in the reel-out region to a regulation time position which is positioned outside of the standby time track, then, the track of the dicing tape in the reel-out region is moved from the standby time track to an affixing time track which is protruded outside from the standby time track. 2 . The tape affixing system according to claim 1 , further comprising: a storage apparatus that stores type information of the dicing tape corresponding to a processing condition of the workpiece and stores for each of the tape magazines type information of the dicing tape accommodated therein and positional information of the tape magazine in the stocker, and a control apparatus that controls the stocker or the delivery apparatus to deliver the tape magazine accommodating the dicing tape of a type corresponding to the processing condition of the workpiece to the affixing apparatus from the stocker. 3 . The tape affixing system according to claim 1 , further comprising: an interchange apparatus that interchanges each of the tape magazines stored in the stocker and an external tape magazine. 4 . A tape affixing system comprising: a stocker that stores a plurality of tape magazines, each one of the plurality of tape magazines comprising a dicing tape wound in a roll shape held on a feed shaft with an end portion of the dicing tape wound on a winding roller, a magazine fixed guide, and a notch section separating the magazine fixed guide from the feed shaft and the winding roller with a midportion of the dicing tape reeled out across the notch section and around the magazine fixed guide forming a U-shaped portion of the dicing tape; an affixing apparatus configured to receive a selected one of the plurality of tape magazines from said stocker, said affixing apparatus comprising a first fixed guide roller, a first movable guide roller, a second fixed guide roller, and a second movable guide roller, wherein when the selected one of the plurality of tape magazines is attached to said affixing apparatus, the first and the second movable guide rollers extend through the notch section and are positioned within the U-shaped portion and the first and second fixed guide rollers extend through the notch section and are positioned outside of the U-shaped portion and wherein said first movable guide roller is capable of being positioned adjacent said first fixed guide roller and said second movable guide roller is capable of being positioned adjacent said second fixed guide roller; a movable knife plate configured to move towards the dicing tape; and a delivery apparatus that delivers the selected one of the plurality of tape magazines between said stocker and said affixing apparatus.
