What is claimed is: 1. A system for dispensing and packaging drug portions comprising: one or more storage containers, the one or more storage containers each including a housing defining a receiving chamber for drug portions and a singulating device disposed at least partially within the housing for singulating and dispensing the drug portions contained within the receiving chamber, the singulating device having an electrically conductive outer surface; and a blister packaging machine for packaging drug portions dispensed from the one or more storage containers, wherein a conductor device is provided, the conductor device providing an electrically conductive coupling between the singulating device outer surface and a contact configured to dissipate an electrical charge. 2. The system of claim 1 , wherein at least one of a bottom surface of the storage container and a surface of a housing of the storage container that comes into contact with drug portions is electrically conductive and electrically coupled to the contact. 3. The system of claim 1 , further comprising a coupling disposed between the singulating device and a drive for rotating the singulating device, wherein the coupling is electrically conductive and is electrically connected to an outer surface of the singulating device. 4. The system of claim 1 , wherein the contact includes a ground wire coupled to a motor of a drive for rotating the singulating device. 5. The system of claim 1 , wherein an outer surface of the singulating device includes a planar conductive coating. 6. The system of claim 1 , wherein at least an outer surface of the singulating device includes an electrically conductive material. 7. The system of claim 1 , wherein the conductor device includes a slip ring disposed in a bottom surface of the storage container and a contact element disposed in the singulating device. 8. The system of claim 1 , each storage container further comprising a bottom surface including a dispensing opening for dispensing drug portions stored within the storage container. 9. The system of claim 8 , each storage container further comprising a retaining section to secure drug portions above the dispensing opening when a channel of the singulating device is aligned with the dispensing opening. 10. The system of claim 1 , wherein the conductor device includes a slip ring disposed in a housing section of the storage container that defines a cylindrical receiving chamber and wherein the storage container further comprises a contact element disposed in the singulating device, wherein the singulating device is disposed within the cylindrical receiving chamber. 11. The system of claim 1 , wherein the conductor device includes an electrically conductive drive hub, an electrically conductive drive shaft and an electrically conductive motor. 12. The system of claim 11 , wherein an outer surface of the singulating device is coupled in an electrically conductive manner to one or more of the electrically conductive drive hub, electrically conductive drive shaft and electrically conductive motor. 13. The system of claim 12 , wherein the electrically conductive motor is coupled in an electrically conductive manner to the contact. 14. A system for dispensing and packaging drug portions comprising: one or more bases; one or more storage containers each configured to be removably coupled to one of the one or more bases, each of the one or more storage containers including: a housing defining a receiving chamber for drug portions; and a singulating device disposed at least partially within the housing for singulating and dispensing the drug portions contained within the receiving chamber, the singulating device having an electrically conductive outer surface; and a blister packaging machine for packaging drug portions dispensed from the one or more storage containers, wherein, a conductor device is provided, the conductor device providing an electrically conductive coupling between the singulating device outer surface and a contact configured to dissipate an electrical charge. 15. The system of claim 14 , wherein the contact includes a ground wire coupled to a motor of a drive for rotating the singulating device. 16. The system of claim 14 , wherein an outer surface of the singulating device includes one of a planar conductive coating and an electrically conductive material. 17. The system of claim 14 , further comprising: a contact element disposed in the singulating device; and wherein the conductor device comprises a slip ring disposed in one of a bottom surface of the storage container and a housing section of the storage container that defines a cylindrical receiving chamber in which the singulating device is disposed, the slip ring electrically coupled to the contact element. 18. The system of claim 14 , further comprising a drive, wherein an outer surface of the singulating device is coupled in an electrically conductive manner to one or more of an electrically conductive drive hub, an electrically conductive drive shaft, an electrically conductive motor and a coupling disposed between the singulating device and the drive. 19. The system of claim 14 , wherein at least one of a bottom surface of the storage container and a surface of the housing of the storage container that comes into contact with drug portions is electrically conductive and electrically coupled to the contact. 20. The system of claim 14 , further comprising a bottom surface including a dispensing opening for dispensing drug portions stored within the storage container to a chute in the base.
