What is claimed is: 1. A tamper-resistant medication syringe comprising: a tubular plastic syringe barrel including an open and a tapered end, and including a Luer taper connector at the tapered end, the Luer taper connector including a lumen for conducting a fluid in the syringe to a needle or intravenous (IV) tubing attached to the Luer taper connector; a rubber plunger seal that is sized to form a fluid seal with inner walls of the tubular syringe barrel; a plunger operably engaged with the plunger seal to push the plunger seal toward the tapered end of the syringe barrel; and one or more metallic spring wires or barbs at least partially imbedded in the rubber plunger seal so that one or more tips of the spring wires or barbs extend outward from sides of the rubber plunger seal and are angled rearward toward the open end of the syringe barrel to allow the spring wires or barbs to slide along the inner walls of the tubular syringe barrel when the plunger is pushing the plunger seal forward toward the tapered end of the syringe barrel; wherein the rearward angle of the one or more tips of the spring wires or barbs cause the tips of the spring wires or barbs to dig into the plastic inner walls of the tubular syringe barrel limiting rearward movement of the plunger following forward movement of the plunger. 2. The tamper-resistant medication syringe of claim 1 , wherein the plunger disengages with the plunger seal when the plunger is retracted from the syringe barrel. 3. The tamper-resistant medication syringe of claim 1 , wherein the plastic syringe barrel is made of polyethylene or polypropylene to enable the one or more metallic spring wires or barbs to dig into the plastic syringe barrel and limit rearward movement of the rubber plunger seal. 4. The tamper-resistant medication syringe of claim 1 , including a needle-blocking insert that is located inside the syringe barrel at the tapered end to provide a mechanical barrier that limits insertion of a needle or catheter. 5. The tamper-resistant medication syringe or claim 4 , wherein the needle-blocking insert includes a metal plate located directly in front of the lumen of the Luer taper connector, the metal plate configured to resist needle penetration therethrough to limit needle access to the fluid in the syringe barrel. 6. The tamper-resistant medication syringe of claim 4 , wherein the needle-blocking inert includes fluid channels that allow fluid in the syringe to pass through the needle-blocking insert and enter the lumen of the Luer taper connector. 7. The tamper-resistant medication syringe of claim 4 , wherein the needle-blocking insert is comprised of molded polymer, plastic, or rubber. 8. The tamper-resistant medication syringe of claim 1 , wherein the one or more metallic spring wires or barbs are over-molded into the rubber plunger seal. 9. The tamper-resistant medication syringe of claim 1 , wherein the one or more metallic spring wires or barbs include a sharpened tip to dig into the plastic inner walls of the tubular syringe barrel. 10. The tamper-resistant medication syringe of claim 1 , wherein an identifying radio frequency identification (RFID) tag, barcode, or quick read (QR) code is attached to the syringe for identification of a specific syringe and its contents. 11. A tamper-resistant medication syringe comprising: a tubular plastic syringe barrel with one end closed and a Luer taper connector at the closed end, the Luer taper connector including a lumen for conducting fluid in the syringe to a needle or intravenous (IV) tubing attached to the Luer taper connector; a needle-block that is located at least partially within the syringe barrel near the closed end, the needle-block providing a mechanical barrier engageable with a needle or catheter to limit insertion thereof through the lumen and into the syringe; a plunger seal sized to form a fluid seal with inner walls of the tubular syringe barrel; a plunger operably engaged with the plunger seal to push the plunger seal toward the closed end of the syringe barrel; and one or more metallic spring wires or barbs that are at least partially imbedded in the plunger seal, one or more tips of the spring wires or barbs extending outward from sides of the plunger seal, the one or more tips angled rearward toward an open end of the syringe barrel, the rearward angle configured to enable sliding of the spring wires or barbs along the inner walls of the tubular syringe barrel when the plunger is pushing the plunger seal forward toward the closed end of the syringe barrel, and the rearward angle of the tips configured to cause the tips of the spring wires or barbs to dig into the plastic inner walls of the tubular syringe barrel to limit rearward movement of the plunger seal. 12. The tamper-resistant medication syringe of claim 11 , wherein the plunger is configured to separate from the plunger seal when the plunger is retracted from the syringe barrel. 13. The tamper-resistant medication syringe of claim 11 , wherein the plastic syringe barrel is made of a soft plastic to enable the one or more metallic spring wires or barbs to dig into the plastic syringe barrel. 14. The tamper-resistant medication syringe of claim 11 , wherein the needle-block includes a metal plate located directly in front of the lumen of the Luer taper connector to limit piercing of the needle-block and limit access to the fluid in the syringe barrel. 15. The tamper-resistant medication syringe of claim 11 , wherein the needle-block includes fluid channels that allow fluid in the syringe barrel to pass through the needle-block and enter the lumen of the Luer taper connector. 16. The tamper-resistant medication syringe of claim 11 , wherein the needle-block is comprised of molded polymer, plastic or rubber. 17. The tamper-resistant medication syringe of claim 11 , wherein one or more metallic spring wires or barbs are over-molded into the plunger seal. 18. The tamper-resistant medication syringe of claim 11 , wherein one or more metallic spring wires or barbs include sharpened tips to dig into the plastic inner walls of the tubular syringe barrel. 19. The tamper-resistant medication syringe of claim 11 , wherein an identifying radio frequency identification (RFID) tag, barcode or quick response (QR) code is attached to the syringe to identify a specific syringe and its contents. 20. A tamper-resistant medication syringe comprising: a tubular plastic syringe barrel including an open and a closed end and a Luer taper connector at the closed end, the Luer taper connector including a lumen for conducting fluid in the syringe to a needle or IV tubing attached to the Luer taper connector, the lumen of the Luer connector formed in a serpentine or zig-zag shape, limiting a needle or catheter from being inserted through the lumen and into the syringe barrel; a rubber plunger seal sized to make a fluid seal with an inner wall of the tubular syringe barrel; a plunger operably engaged with the plunger seal to move the plunger seal toward the closed end of the syringe barrel; and a barb at least partially imbedded in the rubber plunger seal so a tip of the barb extends outward from a side of the rubber plunger seal and is angled rearward toward the open end of the syringe barrel, the rearward angle of the tip configured to allow the barb to slide along the inner wall of the tubular syringe barrel when the plunger is pushing the plunger seal forward toward the closed end of the syringe barrel, and the rearward angle of the tip configured to for
