The invention claimed is: 1. A lawn mower comprising: a deck enclosing a blade therein, the deck having a front end and a rear end, a pair of front wheel and a pair of rear wheels connected to the deck to support the deck as said deck moves along the ground; a platform at the rear end of the deck providing a surface for a user to stand on, the platform being fixedly connected to the deck and supported solely by the deck; a motor operatively connected to at least one of the wheels of the pair of front wheel and pair of rear wheels to propel the mower; a handle assembly for controlling the mower, the handle assembly having a pair of arms extending from the deck, the pair of arms being parallel to one another, a handle bar to be grasped by the user and extending transversely to and connecting the pair of arms, the handle assembly connected to the deck adjacent the platform and having a first position extending rearwardly relative to vertical to operate the lawn mower in a push mode and a second position extending forwardly allowing a user to stand on the platform during operation in a ride mode, wherein in the first mode the handle bar extends past the platform in the rearward direction blocking access to the platform, wherein in the second position the handle bar extends over the deck forward of the rear wheels and provides the user access to the platform, said handle assembly further including a throttle assembly for controlling the speed of the motor. 2. The lawn mower recited in claim 1 , wherein the pair of arms comprise a single arm on a left side of the mower and a single arm on a right side of the mower, and the handle bar has a central axis, the handle bar rotating relative to the pair of arms about the central axis as the handle assembly is moved between the first position and the second position. 3. The lawn mower recited in claim 1 , wherein the motor is an electric motor. 4. The lawn mower recited in claim 3 , further including a gas engine to power the blade. 5. The lawn mower recited in claim 3 , further including a battery to power the electric motor, wherein the battery is located on the platform. 6. The lawn mower recited in claim 1 , wherein the platform includes a sensor and allows the motor to be actuated only when the user is standing on the platform. 7. The lawn mower recited in claim 6 , wherein the sensor detects a minimum weight and only allows the motor to be actuated when the weight detected is above the minimum weight. 8. A lawn mower comprising: a deck enclosing a blade therein, the deck having a front end and a rear end, a plurality of wheels connected to the deck to support the deck as said deck moves along the ground, and a platform at the rear end of the deck providing a platform for a user to stand on; a motor operatively connected to one of the plurality of wheels to propel the mower; a handle assembly for controlling the mower, the handle assembly connected to the deck adjacent the platform and having a first position extending rearwardly to operate the lawn mower in a push mode and a second position extending forwardly allowing a user to stand on the platform during operation in a ride mode, wherein in the first mode the handle assembly extends past the platform in the rearward direction blocking access to the platform, wherein in the second position the handle assembly extends over the deck and provides the user access to the platform, said handle assembly further including a throttle assembly for controlling the speed of the motor; a sensor that detects whether the handle assembly is in the first position or the second position; and wherein when the sensor detects the handle assembly in the first position the maximum speed of the motor is a first speed, and when the handle assembly is in the second position the maximum speed of the motor is a second speed, wherein the first speed is lower than the second speed. 9. The lawn mower recited in claim 8 wherein the sensor is a switch that is actuated by the handle.
