A method and apparatus capable of minimizing power consumption occurring when a mobile device is changed from a sleep state to a wake-up state by partially controlling on/off of a display unit and partial booting control of a system function are provided. The method includes detecting a change of the mobile device from a sleep state to a wake-up state, turning on a display unit of the mobile device such that a first section of the mobile device displays an operating region, the first section including one or more portions of the display unit and less than an entire screen of the display unit and waiting for a system function registered in the operating region.

What is claimed is: 1. An electronic device comprising: a memory configured to store a program; a display; and a processor, wherein the program, when executed by the processor, configures the processor to: control to drive the display to display an execution screen on an entirety of the display; control to receive a first user interaction while the entirety of the display is used to display the execution screen; based on the first user interaction, control to drive the display at a reduced power by providing a first region of the display, less than the entirety of the display, in which menu items for application programs of the electronic device and execution screens for the applications programs are displayable and a remaining second region of the display in which menu items for application programs of the electronic device and execution screens for the application programs are not displayable; and control to display the execution screen in the first region of the display; control to receive a second user interaction while the execution screen is displayed in the first region of the display; and based on the second user interaction, control to change from driving the display at the reduced power by displaying the execution screen on the entirety of the display. 2. The electronic device according to claim 1 , further comprising a touch screen, and wherein at least one of the first user interaction or the second user interaction comprises a touch input to the touch screen. 3. The electronic device according to claim 1 , further comprising a communication module. 4. The electronic device according to claim 1 , wherein the menu items for application programs include a menu item associated with a camera function of the electronic device. 5. The electronic device according to claim 1 , wherein the menu items for application programs include a menu item associated with a music-playback function of the electronic device. 6. The electronic device according to claim 1 , wherein the menu items for application programs include a menu item associated with a messaging function of the electronic device. 7. The electronic device according to claim 1 , wherein the electronic device comprises a mobile phone. 8. A method for an electronic device, the method comprising: driving a display of the electronic device to display an execution screen on an entirety of the display; receiving a first user interaction while the entirety of the display is used to display the execution screen; based on the first user interaction, driving the display at a reduced power by providing a first region of the display, less than the entirety of the display, in which menu items for application programs of the electronic device and execution screen for the application programs are displayable and a remaining second region of the display in which menu items for application programs of the electronic device and execution screen for the application programs are not displayable; and displaying the execution screen in the first region of the display; receiving a second user interaction while the execution screen is displayed in the first region of the display; and based on the second user interaction, changing from driving the display at the reduced power by displaying the execution screen on the entirety of the display. 9. The method according to claim 8 , wherein the electronic device comprises a mobile phone. 10. A non-transitory computer readable medium storing a program which, when executed by a processor of an electronic device, causes the processor to control to: drive a display of the electronic device to display an execution screen on an entirety of the display; receive a first user interaction while the entirety of the display is used to display the execution screen; based on the first user interaction, drive the display at a reduced power by providing a first region of the display, less than the entirety of the display, in which menu items for application programs of the electronic device and execution screens for the application programs are displayable and a remaining second region of the display in which menu items for application programs of the electronic device and execution screens for the application programs are not displayable; and display the execution screen in the first region of the display; receive a second user interaction while the execution screen is displayed in the first region of the display; and based on the second user interaction, change from driving the display at the reduced power by displaying the execution screen on the entirety of the display. 11. An electronic device comprising the non-transitory computer-readable medium according to claim 10 . 12. The electronic device according to claim 11 , wherein the electronic device comprises a mobile phone. 13. An electronic device comprising: a display comprising a touch screen; and a processor configured to: control to drive the display to use, as an operating region of the display, an entirety of the display; control to receive a first user interaction through the touch screen while the entirety of the display is used as the operating region; based on the first user interaction, control to drive the display to change from using the entirety of the display as the operating region to using, as the operating region, a viewable partial region of the display less than the entirety of the display and, as a non-operating region of the display, a viewable remaining region of the display other than the partial region; control to receive a second user interaction through the touch screen while the viewable partial region of the display is used as the operating region and the viewable remaining region of the display is the non-operating region; and based on the second user interaction, control to drive the display to change from using the viewable partial region of the display as the operating region and the viewable remaining region of the display as the non-operating region to using the entirety of the display as the operating region, wherein an execution screen is disposed only in the viewable operating region of the display, and not in the viewable non-operating region of the display, when the display uses the viewable partial region of the display as the operating region, and wherein the viewable non-operating region of the display is turned off to consume less power than the operating region of the display. 14. The electronic device according to claim 13 , further comprising a memory configured to store application programs, and wherein the processor is configured to control the display to display, in the operating region, state information and one or more menu items each representing a corresponding one of the application programs. 15. The electronic device according to claim 13 , wherein the processor is configured to control the display to display a state information item in the operating region. 16. The electronic device according to claim 15 , wherein the state information item is time-related. 17. The electronic device according to claim 15 , wherein the state information item is weather-related. 18. The electronic device according to claim 13 , wherein the processor is configured to control the display to display a menu item in the operating region.
