A method and apparatus capable of minimizing power consumption occurring when a mobile device is changed from a sleep state to a wake-up state by partially controlling on/off of a display unit and partial booting control of a system function are provided. The method includes detecting a change of the mobile device from a sleep state to a wake-up state, turning on a display unit of the mobile device such that a first section of the mobile device displays an operating region, the first section including one or more portions of the display unit and less than an entire screen of the display unit and waiting for a system function registered in the operating region.

What is claimed is: 1. A method for reducing power consumption in a mobile device, the method comprising: detecting a change of a state of the mobile device from a sleep state to a wake-up state, the sleep state being a non-driving state in which a display of the mobile device is turned-off and system functions of the mobile device are not operating other than receiving at least one of a user interaction or external communication interaction for changing from the sleep state to the wake-up state; identifying a setting state of a power saving mode of the mobile device; controlling a wake-up state change of the mobile device from a sleep state to the wake-up state in a state of the power saving mode; partially turning-on the display of the mobile device such that a first section of the display displays an operating region if the state of the mobile device is changed from the sleep state to the wake-up state; and waiting for a request for executing a system function according to a user menu set in the operating region, wherein the system function is at least one item presented on a main menu of the mobile device. 2. The method of claim 1 , wherein the first section comprising at least one portion of the display and less than an entire screen of the display. 3. The method of claim 2 , wherein the partially turning-on the display of the mobile device comprises: turning on the first section of the display and turning off a remaining section of the display, the remaining section including any portions of the display that are not part of the first section; determining the first section as an operating region and the remaining section as a non-operating region; and outputting a power saving home screen through the operating region. 4. The method of claim 3 , wherein the outputting of the power saving home screen comprises providing at least one item corresponding to a user setting menu to the operating region. 5. The method of claim 4 , wherein the waiting for the request for executing the system function comprises waiting for a predetermined system function corresponding to the at least one item. 6. The method of claim 3 , wherein the detecting of the change of the state of the mobile device comprises: detecting an interaction for change from the sleep state of the mobile terminal to the wake-up state; and identifying a setting state of the power saving mode when the interaction is detected. 7. The method of claim 3 , wherein the identifying of the setting comprises: detecting an interaction for change from the sleep state of the mobile terminal to the wake-up state; and determining whether the interaction is a wake-up change interaction according to one of the power saving mode and the general mode when the interaction is detected. 8. The method of claim 3 , wherein the detecting of the change of the state of the mobile device comprises: detecting an interaction for change from the sleep state of the mobile terminal to the wake-up state; identifying a setting state of the power saving mode when the interaction is detected; and determining whether the interaction is the wake-up change interaction according to one of the power saving mode and the general mode when the power saving mode is activated. 9. A method for reducing power consumption in a mobile device, the method comprising: detecting a change of a state of the mobile device from a sleep state to a wake-up state, the sleep state being a non-driving state in which a display of the mobile device is turned-off and system functions of the mobile device are not operating other than receiving at least one of a user interaction or external communication interaction for changing from the sleep state to the wake-up state; identifying a setting state of a power saving mode of the mobile device if the state is changed; turning-on an entire screen of the display to display an operating region based on a general mode if the power saving mode of the mobile device is deactivated; turning on a first section of the display to display an operating region based on the power saving mode if the power saving mode of the mobile device is activated, the first section comprising at least one portion of the display and less than an entire screen of the display; and waiting for a request for executing a system function according to a user menu set in an operating region based on the power saving mode, wherein the system function is at least one item presented on a main menu of the mobile device. 10. A mobile device for reducing power consumption, the mobile device comprising: a display configured to display data; and at least one processor configured to: control to display a first section of the display when the mobile device is changed from a sleep state to a wake-up state according to a power saving mode, the first section comprising at least one portion of the display and less than an entire screen of the display, detect a change of a state of the mobile device from a sleep state to a wake-up state, the sleep state being a non-driving state in which the display is free of the data being driven to the display and system functions of the mobile device are not operating other than receiving at least one of a user interaction or external communication interaction for changing from the sleep state to the wake-up state, identify the power saving mode of the mobile device, and based on detecting the change of the state of the mobile device from the sleep state to the wake-up state and identifying the mobile device is in the power saving mode: drive the data to the first section of the display, such that a first section of the display displays an operating region, and receive a request for executing a system function according to a user menu set in the operating region, wherein the system function is at least one item presented on a main menu of the mobile device. 11. The mobile device of claim 10 , wherein the first section comprising at least one portion of the display and less than an entire screen of the display. 12. The mobile device of claim 11 , wherein the display is further configured to: drive the data to the first section of the display when the mobile device is changed from the sleep state to the wake-up state according to the power saving mode, drive other data to a remaining section of the display, display an operating region in the first section, and display a non-operating region in the remaining section, and wherein the remaining section includes any portions of the display that are not part of the first section. 13. The mobile device of claim 12 , wherein the display is further configured to display at least one item corresponding to a user setting menu in the operating region. 14. The mobile device of claim 13 , wherein the at least one processor is further configured to control waiting for a predetermined system function corresponding to the at least one item. 15. A method of reducing power consumption in a mobile device, the method comprising: determining whether an input for changing a state of the mobile device from a sleep state to a wake-up state is received, the sleep state being a non-driving state in which a display of the mobile device is turned-off and system functions of the mobile device are not operating other than receiving at least one of a user interaction or external communication interaction for changing from the sleep state to the wake-up state; identifying a setting state of a power saving mode of the mobile device; if the mobile device is changed to the wake-up state of the mobile device in a state of t
