A non-oriented electrical steel sheet produced by hot rolling a steel slab containing, by mass %, C: not more than 0.0050, Si: 3.2 to 4.5%, Mn: 0.1 to 2.0%, P: not more than 0.020%, As: not more than 0.0030%, Sn+Sb: 0.005 to 0.10%, and one or two elements selected from Mo and W by a content ranging from 0.0020 to 0.10% in total, subjecting the resultant steel sheet to one cold rolling or two or more cold rollings including an intermediate annealing therebetween to achieve a final sheet thickness, and then subjecting the cold rolled sheet to finish annealing, a N2 content in an atmosphere in the finish annealing is set to not more than 20 vol %, and average strain rate in the first pass is set to not more than 4/sec, allowing the cold rolling property to improve with no degradation in magnetic property and no decrease in productivity.

The invention claimed is: 1. A non-oriented electrical steel sheet having a chemical composition comprising C: not more than 0.0050 mass %, Si: 3.2 to 4.5 mass %, Mn: 0.1 to 2.0 mass %, P: not more than 0.020 mass %, S: not more than 0.0050 mass %, Al: 0.4 to 2.0 mass %, N: not more than 0.0050 mass %, Ti: not more than 0.0030 mass %, As: more than 0 mass % and not more than 0.0030 mass %, Sn+Sb: 0.005 to 0.10 mass %, and O: more than 0 mass % and not more than 0.0050 mass %, and further containing one or two elements selected from Mo and W by a content ranging from 0.0020 to 0.10 mass % in total, and a remainder being Fe and inevitable impurities, wherein a number density of Al precipitates having a size ranging from 50 to 500 nm and present in a region below a surface of a cross section of the steel sheet by a depth of not more than 2.0 m is not more than 0.010/μm 2 . 2. The non-oriented electrical steel sheet according to claim 1 , which further contains one or two or more elements selected from Ca, Mg, and REM by a content ranging from 0.0005 to 0.020 mass % in total in addition to the chemical composition. 3. The non-oriented electrical steel sheet according to claim 1 , wherein a thickness of the steel sheet is not more than 0.30 mm. 4. The non-oriented electrical steel sheet according to claim 2 , wherein a thickness of the steel sheet is not more than 0.30 mm. 5. A method for manufacturing the non-oriented electrical steel sheet of claim 1 , the method comprising: hot rolling a steel slab having the chemical composition according to claim 1 to achieve a hot rolled steel sheet, optionally conducting hot-band annealing, subjecting the steel sheet to one cold rolling or two or more cold rollings including an intermediate annealing therebetween to achieve a cold rolled steel sheet with a final sheet thickness, and then subjecting the cold rolled steel sheet to finish annealing, wherein an atmosphere in the finish annealing is a mixed gas formed of one or two or more gases selected from the group consisting of N 2 , H 2 , and rare gases, and a N 2 content in the atmosphere in the finish annealing is not more than 20 vol %. 6. The method for manufacturing a non-oriented electrical steel sheet according to claim 5 , wherein rolling reduction in a first pass of rough rolling of the hot rolling is set to not more than 25%, and an average strain rate in the first pass is set to not more than 4/sec. 7. The method for manufacturing a non-oriented electrical steel sheet according to claim 5 , wherein a thickness of the steel sheet after the cold rolling is not more than 0.30 mm. 8. The method for manufacturing a non-oriented electrical steel sheet according to claim 6 , wherein a thickness of the steel sheet after the cold rolling is not more than 0.30 mm.
