What is claimed is: 1. An oral care composition comprising: (a) stannous fluoride; (b) stannous chloride; and (c) citrulline in free or salt form, wherein the oral care composition has a pH of 7.2 or less. 2. The oral care composition of claim 1 , wherein the composition has a pH of from 5.0 to 7.0. 3. The oral care composition of claim 2 , wherein the composition comprises from 0.01% to 15%, by weight of the composition, of citrulline. 4. The oral care composition of claim 1 , wherein the oral care composition comprises zinc. 5. The oral care composition of claim 4 , wherein the zinc comprises zinc citrate, zinc chloride, zinc sulfate, zinc gluconate, zinc lactate, zinc phosphate, zinc oxide, zinc carbonate, or combinations thereof. 6. The oral care composition of claim 1 , wherein the composition comprises from 0.01% to 5%, by weight of the composition, of a thickening agent selected from a thickening polymer, a thickening silica, or a combination thereof. 7. The oral care composition of claim 1 , wherein the composition comprises from 1% to 60%, by weight of the composition, of a humectant. 8. The oral care composition of claim 7 , wherein the humectant comprises glycerin, sorbitol, or combinations thereof. 9. The oral care composition of claim 1 , wherein the composition comprises abrasive. 10. The oral care composition of claim 9 , wherein the abrasive comprises silica abrasive, calcium-containing abrasive or combinations thereof. 11. The oral care composition of claim 10 , wherein the silica abrasive comprises precipitated silica. 12. The oral care composition of claim 10 , wherein the calcium-containing abrasive comprises calcium carbonate, dicalcium phosphate, tricalcium phosphate, calcium orthophosphate, calcium metaphosphate, calcium polyphosphate, calcium oxyapatite, sodium carbonate, sodium bicarbonate, or combinations thereof. 13. An oral care composition comprising: (a) anti-caries agent; (b) stannous chloride; and (c) citrulline in free or salt form, wherein the oral care composition has a pH of 7.2 or less. 14. The oral care composition of claim 12 , wherein the anti-caries agent comprises stannous fluoride, sodium fluoride, potassium fluoride, sodium monofluorophosphate, indium fluoride, amine fluoride, zinc fluoride, or combinations thereof. 15. The oral care composition of claim 14 , wherein the anti-caries agent is selected from the group consisting of sodium fluoride, sodium monofluorophosphate, amine fluoride, or combinations thereof. 16. The oral care composition of claim 14 , wherein the composition has a pH of from 5.0 to 7.0. 17. The oral care composition of claim 16 , wherein the composition comprises from 0.01% to 15%, by weight of the composition, of citrulline. 18. The oral care composition of claim 14 , wherein the oral care composition comprises zinc. 19. The oral care composition of claim 18 , wherein the zinc comprises zinc citrate, zinc chloride, zinc sulfate, zinc gluconate, zinc lactate, zinc phosphate, zinc oxide, zinc carbonate, or combinations thereof. 20. The oral care composition of claim 14 , wherein the composition comprises from 0.01% to 5%, by weight of the composition, of a thickening agent selected from a thickening polymer, a thickening silica, or a combination thereof. 21. The oral care composition of claim 14 , wherein the composition comprises from 1% to 60%, by weight of the composition, of a humectant. 22. The oral care composition of claim 21 , wherein the humectant comprises glycerin, sorbitol, or combinations thereof. 23. The oral care composition of claim 14 , wherein the composition comprises abrasive. 24. The oral care composition of claim 23 , wherein the abrasive comprises silica abrasive, calcium-containing abrasive or combinations thereof. 25. The oral care composition of claim 24 , wherein the silica abrasive comprises precipitated silica. 26. The oral care composition of claim 24 , wherein the calcium-containing abrasive comprises calcium carbonate, dicalcium phosphate, tricalcium phosphate, calcium orthophosphate, calcium metaphosphate, calcium polyphosphate, calcium oxyapatite, sodium carbonate, sodium bicarbonate, or combinations thereof.
