A method and apparatus capable of minimizing power consumption occurring when a mobile device is changed from a sleep state to a wake-up state by partially controlling on/off of a display unit and partial booting control of a system function are provided. The method includes detecting a change of the mobile device from a sleep state to a wake-up state, turning on a display unit of the mobile device such that a first section of the mobile device displays an operating region, the first section including one or more portions of the display unit and less than an entire screen of the display unit and waiting for a system function registered in the operating region.

What is claimed is: 1. An electronic device comprising: a display; a memory configured to store setting information; and a processor configured to: based on first setting information stored in the memory, change a state of the electronic device from a sleep state to a first wake-up state in response to a first input to the electronic device; and control to drive the display in the first wake-up state to use, as an operating region of the display, a partial region of the display and, as a non-operating region of the display, a remaining region of the display. 2. The electronic device according to claim 1 , wherein the processor is further configured to: based on second setting information stored in the memory, change the state of the electronic device from the sleep state to a second wake-up state in response to the input to the electronic device; and control to drive the display in the second wake-up state to use, as the operating region of the display, an entirety of the display. 3. The electronic device according to claim 1 , further comprising a touch screen and wherein the input to the electronic device comprises a touch input to the touch screen. 4. The electronic device according to claim 1 , further comprising a wireless communication module and wherein the input to the electronic device comprises an incoming communication received by the wireless communication module. 5. The electronic device according to claim 1 , wherein the setting information comprises location information for a location of the operating region on the display and the processor is configured to use the location information to control the display in the first wake-up state. 6. The electronic device according to claim 1 , wherein the memory is configured to store application programs and processor is configured to, in the first wake-up state, control the display to display, in the operating region, state information and one or more icons each representing a corresponding one of the application programs. 7. The electronic device according to claim 1 , wherein the processor is configured to, in the first wake-up state, control the display to display a state information item in the operating region. 8. The electronic device according to claim 7 , wherein the state information item is time-related. 9. The electronic device according to claim 7 , wherein the state information item is weather-related. 10. The electronic device according to claim 1 , wherein the processor is configured to, in the first wake-up state, control the display to display a menu item in the operating region. 11. The electronic device according to claim 10 , wherein the menu item is associated with a camera function of the electronic device. 12. The electronic device according to claim 10 , wherein the menu item is associated with a music-playback function of the electronic device. 13. The electronic device according to claim 10 , wherein the menu item is associated with a messaging function of the electronic device. 14. The electronic device according to claim 1 , wherein the electronic device comprises a mobile phone. 15. The electronic device according to claim 1 , wherein the processor is configured to, in response to a second input to the electronic device when the electronic device is in the first wake-up state, control to drive the display to use, as the operating region of the display, an entirety of the display. 16. A method for an electronic device, the method comprising: based on first setting information stored in a memory, changing a state of the electronic device from a sleep state to a first wake-up state in response to an input to the electronic device; and driving a display of the electronic device in the first wake-up state to use, as an operating region of the display, a partial region of the display and, as a non-operating region of the display, a remaining region of the display. 17. The method according to claim 16 , further comprising: based on second setting information stored in the memory, changing the state of the electronic device from the sleep state to a second wake-up state in response to the input to the electronic device; and driving the display in the second wake-up state to use, as the operating region of the display, an entirety of the display. 18. A non-transitory computer readable medium storing a program which, when executed by a processor of an electronic device, causes the processor to control to: based on first setting information stored in a memory, changing a state of the electronic device from a sleep state to a first wake-up state in response to an input to the electronic device; and driving a display of the electronic device in the first wake-up state to use, as an operating region of the display, a partial region of the display and, as a non-operating region of the display, a remaining region of the display. 19. The non-transitory computer readable medium according to claim 18 , wherein the program causes the processor to further control to: based on second setting information stored in the memory, change the state of the electronic device from the sleep state to a second wake-up state in response to the input to the electronic device; and drive the display in the second wake-up state to use, as the operating region of the display, an entirety of the display. 20. An electronic device comprising the non-transitory computer-readable medium according to claim 19 . 21. The electronic device according to claim 20 , wherein the electronic device comprises a mobile phone. 22. An electronic device comprising: a display; a memory configured to store setting information; and a processor configured to: based on first setting information stored in the memory, change a state of the electronic device from a sleep state to a first wake-up state in response to an input to the electronic device; and control to drive the display in the first wake-up state to use, as an operating region of the display, a partial region of the display and, as a non-operating region of the display, a remaining region of the display, and based on second setting information stored in the memory, change the state of the electronic device from the sleep state to a second wake-up state in response to the input to the electronic device; and control to drive the display in the second wake-up state to use, as the operating region of the display, an entirety of the display.
