What is claimed is: 1. A method of manufacturing an optical fiber in which a coating is provided on a bare optical fiber, the method comprising: winding the optical fiber around a bobbin; and setting a winding tension F [N] such that a strain relaxation coefficient T ε/K defined by the following Expression (2), Expression (3), and Expression (5) is less than or equal to 292, and a one-layer strain ε n defined by the following Expression (7) is greater than or equal to 0.01, K coat = ( E p / t p ) 2 · 10 - 19 H 0 0.25 μ - 0.125 ( E p + t s 3 R s 3 E s ) 1.125 - 0.25 μ ( 2 ) H 0 = π 4 E s ( r s 4 - r p 4 ) ( 3 ) T ɛ / K = 2 Fh ( D + d + 2 × 2 h / 3 ) × d 2 × T w E P × 1 K coat × 10 3 ( 5 ) ɛ n = 2 F (
