The invention claimed is: 1. A composition comprising a polyoxometalate represented by the formula (A n ) m+ {M′ s [M″M 15 X 10 O y ]} m− or solvates thereof, wherein A is Na, n is 14.75, M′ is Ag; s is 4.25, M″ is Ag, M is Pd, X is P, y is 50, and m is 14,75 and represents the total positive charge m+ of n cations A and the corresponding negative charge m− of oxo-cluster {M′ s [M″M 15 X 10 Oy]}. 2. The composition of claim 1 , represented by the formula: (A n ) m+ {M′ s [M″M 15 X 10 ]} m− ·wH 2 O wherein w represents the number of attracted water molecules per oxo-cluster {M′ s [M″M 15 X 10 O y ]}, and ranges from 1 to 100. 3. The composition of claim 1 , wherein said polyoxometalate is in the form of particles, and wherein at least 90 wt % of said polyoxometalate particles are in the form of primary particles.
