What is claimed is: 1. An adhesive tape having no base sheet of a PET film comprising: a resin layer that is formed by applying a resin coating, the resin coating containing a resin having an acid number of 50 mg/g or more and 130 mg/g or less, and at least one type of cross-linking agent selected from an epoxy-based cross-linking agent and a metal chelate cross-linking agent, the resin layer being capable of having decorating printing on the resin layer; and an adhesive layer that is laminated on or above the resin layer, and is formed by applying an adhesive coating, the adhesive coating containing a resin including a hydroxyl group, and a metal chelate compound, wherein the resin having the acid number, contained in the resin layer, is at least one type selected from among an acrylic resin, a polyester resin, and an urethane resin, a weight-average molecular weight of the resin having the acid number, contained in the resin layer is equal to or more than 100,000 and equal to or less than 400,000, a glass transition temperature (Tg) of the resin having the acid number, contained in the resin layer is 20° C. or more, and the metal chelate cross-linking agent and the metal chelate compound are different. 2. The adhesive tape according to claim 1 , wherein the resin in the adhesive layer is at least one resin selected from an acrylic resin and an urethane resin. 3. The adhesive tape according to claim 1 , wherein the thickness of the resin layer is 10 μm or less, and the thickness of the adhesive layer is 15 μm or less. 4. The adhesive tape according to claim 1 , wherein a central metal of the metal chelate cross-linking agent is aluminum, and a central metal of the metal chelate compound is selected from at least one of zirconium (Zr) and titanium (Ti). 5. The adhesive tape according to claim 1 , wherein the glass transition temperature (Tg) of the resin in the resin layer is 105° C. or less. 6. The adhesive tape according to claim 1 , wherein the resin in the resin layer, is an acrylic resin. 7. The adhesive tape according to claim 1 , wherein a first release liner is laminated on the resin layer and a second release liner is laminated on the adhesive layer. 8. An adhesive tape having no base sheet of a PET film comprising: a resin layer that is formed by applying a resin coating, the resin coating containing a resin having an acid number of 50 mg/g or more and 130 mg/g or less, and at least one type of cross-linking agent selected from an epoxy-based cross-linking agent and a metal chelate cross-linking agent; and an adhesive layer that is laminated on or above the resin layer, and is formed by applying an adhesive coating, the adhesive coating containing a resin including a hydroxyl group, and a metal chelate compound, wherein the resin having the acid number, contained in the resin layer, is at least one type selected from among an acrylic resin, a polyester resin, and an urethane resin, a glass transition temperature (Tg) of the resin having the acid number, contained in the resin layer is 20° C. or more, the metal chelate cross-linking agent and the metal chelate compound are different, the thickness of the resin layer is 10 μm or less, and the thickness of the adhesive layer is 15 μm or less.
