What is claimed is: 1 . An adhesive tape comprising: a resin layer that is formed by applying resin coating, the resin coating containing a resin having an acid number of 50 mg/g or more and 130 mg/g or less, and at least one type of cross-linking agent selected from between an epoxy-based cross-linking agent and a metal chelate cross-linking agent; and an adhesive layer that is laminated on or above the resin layer, and is formed by applying adhesive coating, the adhesive coating containing a resin including a hydroxyl group, and a metal chelate compound. 2 . The adhesive tape according to claim 1 , wherein the resin having the acid number, contained in the resin layer, is at least one type selected from among an acrylic resin, a polyester resin, and an urethane resin. 3 . The adhesive tape according to claim 1 , wherein the resin including the hydroxyl group, contained in the adhesive layer, is at least one type selected from between an acrylic resin and an urethane resin. 4 . The adhesive tape according to claim 1 , wherein thickness of the resin layer is 10 μm or less, and thickness of the adhesive layer is 15 μm or less. 5 . The adhesive tape according to claim 1 , wherein the resin layer and the adhesive layer are formed by laminating, by a wet-on-wet method, the resin coating and the adhesive coating on a releasable substrate. 6 . The adhesive tape according to claim 1 , wherein the adhesive layer is attachable to a back side of a cover member of a transparent panel used for a front surface of a display apparatus where an image is displayable.
