The claimed invention is: 1. A method of treating teats of lactating animals comprising: contacting a teat surface with an effective amount of a disinfectant composition comprising peroxyformic acid for a sufficient time to disinfect said surface, wherein the peroxyformic acid is formed by the method comprising: combining a first reagent that comprises an ester of a polyhydric alcohol and formic acid, and a second reagent that comprises hydrogen peroxide or that comprises a substance that generates hydrogen peroxide when in contact with a liquid, wherein 1) said first reagent and said second reagent are kept separately prior to use, and when it is time to generate peroxyformic acid, said first reagent and said second reagent are configured to be contacted with each other to form a liquid that comprises peroxyformic acid, wherein said pH of the formed liquid becomes about 8 or lower within about 1 minute after the contacting between said first reagent and said second reagent; or 2) said second reagent comprises a substance that generates hydrogen peroxide when in contact with a liquid, said first reagent and said second reagent are comprised in a solid composition, and when it is time to generate peroxyformic acid, said solid composition is configured to be contacted with a liquid to form a liquid that comprises peroxyformic acid, wherein said pH of the formed liquid becomes about 8 or lower within about 1 minute after the contacting between said solid composition and said liquid. 2. The method of claim 1 , wherein the contacting comprises dipping the teat surface in a solution of the disinfectant composition, spray applying a solution of the disinfectant composition to the teat surface, dipping the teat surface in a foam produced from the disinfectant composition, or wiping the teat surface with a saturated wipe comprising the disinfectant composition. 3. The method of claim 1 , wherein the step of disinfecting the teat surface kills gram negative organisms including Escherichia coli, Enterobacter aerogenes, Pseudomonas sp. and Klebsiella pneumoniae , gram positive organisms including Staphylococcus aureus , fungi, yeast, and/or algae on the teat surface. 4. The method of claim 1 , wherein the step of disinfecting the teat surface includes contacting the composition at a pH suitable for skin disinfection, and wherein the pH is between about 2 and about 9. 5. The method of claim 1 , wherein the step of disinfecting the teat surface includes contacting the composition at a pH suitable for skin disinfection, and wherein the pH is between about 3 and about 8. 6. The method of claim 1 , wherein the contacting step is for a period of time less than about 5 minutes. 7. The method of claim 1 , wherein the effective amount of the disinfectant composition comprises from about 10 ppm to about 1000 ppm. 8. The method of claim 1 , wherein the effective amount of the disinfectant composition comprises from about 50 ppm to about 400 ppm. 9. The method of claim 1 , wherein the disinfectant composition further comprise at least one agent selected from the group consisting of a dye or colorant to provide color marking of the teat surface treated by the disinfectant composition, an adjuvant to assist in barrier film formation, a surfactant, a skin conditioning polyol or other emollient, an exfoliant and/or humectant, a chelating agent, a fragrance, a rheology modifier, a medicament, and a stabilizing agent. 10. A skin disinfecting composition comprising: a peroxyformic acid produced by combining a two-part system comprising: a) a first reagent that comprises an ester of a polyhydric alcohol and formic acid, and b) a second reagent that comprises hydrogen peroxide or that comprises a substance that generates hydrogen peroxide when in contact with a liquid, wherein: said composition has a pH suitable for skin disinfection, and wherein the pH is between about 2 and about 9; and said first reagent and said second reagent are kept separately prior to use, and when it is time to generate peroxyformic acid, said first reagent and said second reagent are configured to be contacted with each other to form a liquid that comprises peroxyformic acid, wherein said pH of the formed liquid becomes about 8 or lower within about 1 minute after the contacting between said first reagent and said second reagent; or said second reagent comprises a substance that generates hydrogen peroxide when in contact with a liquid, said first reagent and said second reagent are comprised in a solid composition, and when it is time to generate peroxyformic acid, said solid composition is configured to be contacted with a liquid to form a liquid that comprises peroxyformic acid, wherein said pH of the formed liquid becomes about 8 or lower within about 1 minute after the contacting between said solid composition and said liquid. 11. The composition of claim 10 , further comprising a surfactant wetting agent. 12. The composition of claim 10 , wherein the surfactant wetting agent comprises a polyethylene glycol based surfactant, polyglycerol, polyol sugar based surfactants, and mixtures thereof. 13. The composition of claim 10 , further comprising a skin conditioning polyol or other emollient, exfoliant and/or humectant. 14. The composition of claim 10 , further comprising a dye or colorant to provide color marking of the surface treated by the disinfectant composition. 15. The composition of claim 10 , further comprising a chelating agent, fragrance, rheology modifier, foaming surfactant and/or a medicament. 16. The composition of claim 10 , further comprising a stabilizing agent. 17. The composition of claim 16 , wherein the stabilizing agent is a phosphonate, phosphoric acid, 2,6-pyridinedicarboxylic acid (DPA) or combinations thereof. 18. The composition of claim 10 , wherein the peroxyformic acid has a use solution concentration from about 10 ppm to about 1000 ppm. 19. The method of claim 10 , wherein the peroxyformic acid has a use solution concentration from about 50 ppm to about 400 ppm.
