What is claimed is: 1. An electrophoretic dispersion liquid comprising: at least one type of electrophoretic particles; and a dispersion medium, wherein the content of transition metal of group 8 elements is in a range of greater than 0 ppm to equal to or less than 2 ppm in the electrophoretic dispersion liquid, at least one of the particle surface treatment agent and the dispersant is a siloxane-based compound which is a polymer compound, the siloxane-based compound which is used as the particle surface treatment agent is a block copolymer which contains a dispersion portion which is formed by polymerizing first monomers and a bonding portion which is formed by polymerizing second monomers having a functional group, and is bonded to the electrophoretic particle when the functional group and a hydroxyl group are reacted with each other in the bonding portion, and the first monomer is a silicone macromonomer expressed by the following Formula (I): [in the formula, R 1 represents a hydrogen atom or a methyl group, R 2 represents a hydrogen atom or an alkyl group having 1 to 4 carbon atoms, R 3 represents a structure including one of an alkyl group having 1 to 6 carbon atoms and an ether group of ethylene oxide or propylene oxide, and n represents an integer of 0 or greater]. 2. The electrophoretic dispersion liquid according to claim 1 , wherein the transition metal of group 8 element is derived from a catalyst which is used to generate at least one of a particle surface treatment agent used to form the electrophoretic particle and a dispersant added to the dispersion medium. 3. The electrophoretic dispersion liquid according to claim 1 , wherein the transition metal of group 8 element is at least one of a period 5 element and a period 6 element. 4. The electrophoretic dispersion liquid according to claim 1 , wherein in the electrophoretic dispersion liquid, the transition metal of group 8 element is present in a state where at least one of a complex and salt which contain the transition metal of group 8 element is formed. 5. The electrophoretic dispersion liquid according to claim 1 , wherein the siloxane-based compound used as the dispersant is a modified silicone compound.
