What is claimed: 1. A heat transfer composition comprising: (a) lubricant comprising mineral oil; and (b) refrigerant comprising at least about 10% by weight of one or more compounds in accordance with Formula II: where  R′ is —CF 3 and each R is independently Cl, F or H, provided that at least one R on the unsaturated terminal carbon is chlorine, and wherein (i) said one or more compounds of Formula II include no substantial amount of 1,2-dichloro-3,3,3-trifluoropropene, and (II) the acute toxicity level of said one or more compounds of Formula II is at least 30 relative percent less than the acute toxicity level of 1,2-dichloro-3,3,3-trifluoropropene. 2. The heat transfer composition of claim 1 wherein said one or more compounds in accordance with Formula II consist essentially of 1-chloro-3,3,3-trifluoro-1-propene (CF 3 —CH═CHCI). 3. The heat transfer composition of claim 2 wherein said composition consists essentially of said mineral oil and said 1-chloro-3,3,3-trifluoro-1-propene. 4. The heat transfer composition of claim 3 wherein said 1-chloro-3,3,3-trifluoro-1-propene is present in the heat transfer composition in amount of at least about 50% by weight. 5. The heat transfer composition of claim 2 wherein said 1-chloro-3,3,3-trifluoro-1-propene is present in the heat transfer composition in amount of at least about 70% by weight. 6. The heat transfer composition of claim 2 wherein said wherein said 1-chloro-3,3,3-trifluoro-1-propene:mineral oil weight ratio is from about 80:20 to about 20:80. 7. The heat transfer composition of claim 2 wherein said 1-chloro-3,3,3-trifluoro-1-propene and said mineral oil are miscible in substantially all proportions. 8. A heat transfer composition comprising: (a) at least about 10% by weight of one or more compounds in accordance with Formula II: where R′ is —CF 3 and each R is independently Cl, F or H, provided that at least one R on the unsaturated terminal carbon is chlorine, and wherein (i) said one or more compounds of Formula II include no substantial amount of 1,2-dichloro-3,3,3-trifliuoropropene, and (ii) the acute toxicity level of said one or more compounds of Formula. II is at least 30 relative percent less than the acute toxicity level of 1,2-dichloro-3,3,3-trifluoropropene: and (b) at least one additional component. 9. The heat transfer composition of claim 8 wherein said at least one additional component comprises at least one lubricant. 10. An air conditioning system comprising a heat transfer composition comprising: (a) at least about 50% by weight of one or more compounds in accordance with Formula II: where, R′ is —CF 3 and each R is independently Cl, F or H, provided that at least one R on the unsaturated terminal carbon is chlorine, and wherein (i) said one or more compounds of Formula II include no substantial amount of 1,2-dichloro-3,3,3-trifluoropropene, and (ii) the acute toxicity level of said one or more compounds of Formula II is at least 30 relative percent less than the acute toxicity level of 1,2-dichloro-3,3 3-trifluoropropene: and (b) at least one additional component comprising lubricant. 11. The air conditioning system of claim 10 wherein said one or more compounds in accordance with Formula II consists essentially of 1-chloro-3,3,3-trifluoro-1-propene (CF3—CH═CHCl). 12. The heat transfer composition of claim 8 wherein at least one of said Rs is F. 13. The heat transfer composition of claim 12 wherein said at least one compound in accordance with Formula II is a tetrafluoroalkene. 14. A heat pump comprising the heat transfer composition of claim 13 . 15. The heat transfer composition of claim 13 wherein said tetrafluoroalkene is present in the heat transfer composition in amount of at least about 30% by weight. 16. The heat transfer composition of claim 13 wherein said tetrafluoroalkene is present in the heat transfer composition in amount of at least about 50% by weight. 17. The heat transfer composition of claim 13 wherein said tetrafluoroalkene is present in the heat transfer composition in amount of at least about 70% by weight. 18. The heat transfer composition of claim 13 wherein said at least one additional component comprises lubricant. 19. The heat transfer composition of claim 13 wherein said lubricant comprises mineral oil. 20. The heat transfer composition of claim 13 wherein said lubricant comprises POE.
