A mobile terminal 3 judges whether or not the mobile terminal is able to make a transition to a DTX period during Active, and, when judging that the mobile terminal is able to make a transition to a DTX period during Active, notifies a base station 2 to that effect. If the base station 2 judges that the mobile terminal is able to make a transition to a DRX period during Active when triggered by the notification from the mobile terminal 3 , the base station temporarily stops supply of electric power to the data transmission processing units and the data reception processing units of the mobile terminal 3.

The invention claimed is: 1. A mobile communication system comprising: a mobile terminal; and a base station, wherein when the mobile terminal and the base station carry out radio communication with each other, the mobile terminal measures quality of a downlink communication path and periodically transmits a result of the measurement of the quality to the base station with a predetermined transmission cycle, and the base station carries out downlink scheduling according to the result of the measurement of the quality, and wherein when a periodic timing at which to transmit the result of the measurement of the quality to the base station coincides with a timing at which to transmit a positive response signal or a negative response signal to the base station, the mobile terminal transmits the positive response signal or the negative response signal at a start of the transmission cycle and does not transmit, at said start, the result of the measurement of the quality. 2. A mobile terminal comprising: a quality measurement unit thata processor coupled to a memory storing instructions, the processor measures quality of a downlink communication path; and a transmitting unit that periodically transmits a result of the measurement made by the quality measurement unit processor to a base station with a predetermined transmission cycle, wherein when a periodic timing at which to transmit the result of the measurement made by the quality measurement unit processor to the base station coincides with a timing at which to transmit a positive response signal or a negative response signal to the base station, the transmitting unit transmits the positive response signal or the negative response signal at a start of the transmission cycle and does not transmit, at said start, the result of the measurement made by the quality measurement. 3. The mobile communication system according to claim 1 , wherein the mobile terminal transmits either the positive response signal or the negative response signal without transmitting the result of the measurement of the quality by delaying the transmission of the result of the measurement of the quality by one transmission time interval (TTI), and the predetermined transmission cycle is reset to be the same as the delayed transmission of the result of the measurement of the quality. 4. The mobile communication system according to claim 3 , wherein the predetermined transmission cycle is the discontinuous transmission (DTX) cycle of the mobile terminal. 5. The mobile communication system according to claim 3 , wherein the predetermined transmission cycle is greater than the length of one transmission time interval (TTI). 6. The mobile terminal according to claim 2 , wherein the mobile terminal transmits either the positive response signal or the negative response signal without transmitting the result of the measurement of the quality by delaying the transmission of the result of the measurement of the quality by one transmission time interval (TTI), and the predetermined transmission cycle is reset to be the same as the delayed transmission of the result of the measurement of the quality. 7. The mobile terminal according to claim 6 , wherein the predetermined transmission cycle is the discontinuous transmission (DTX) cycle of the mobile terminal. 8. The mobile terminal according to claim 6 , wherein the predetermined transmission cycle is greater than the length of one transmission time interval (TTI). 9. A method, implemented by a mobile terminal, comprising: measuring, by the mobile terminal, quality of a downlink communication path; and periodically transmitting a result of the measurement made by the mobile terminal to a base station with a predetermined transmission cycle, wherein when a periodic timing at which to transmit the result of the measurement made by the mobile terminal to the base station coincides with a timing at which to transmit a positive response signal or a negative response signal to the base station, the transmitting includes transmitting either the positive response signal or the negative response signal at a start of the transmission cycle and does not include transmitting, at said start, the result of the measurement made by the mobile terminal.
