A transmitting system and method therein are disclosed, by which mobile service data is received and processed. The transmitting system includes an encoder, a signaling encoder, a group formatter, a transmission unit. The encoder encodes mobile data and the signaling encoder encodes signaling information. The group formatter forms data groups having the encoded mobile and signaling information. The data groups have a plurality of data blocks and specific data blocks of the plurality of data blocks include known data sequences. The transmission unit transmit broadcast signal including a parade that includes a collection of data groups having same FEC parameters. And the signaling information includes information identifying the parade and first assigned data group number for the parade to which a first assigned data group belongs.

What is claimed is: 1. An apparatus for transmitting a broadcast signal, the apparatus comprising: an encoder configured to encode mobile data for Forward Error Correction (FEC); a signaling encoder configured to encode signaling information; a group formatter configured to form data groups including the encoded mobile data, the encoded signaling information and known data sequences, wherein at least one of the data groups further includes data blocks, wherein a first known data sequence of the known data sequences is located in a third data block of the data blocks, wherein a second known data sequence and a third known data sequence of the known data sequences are located in a fourth data block of the data blocks, wherein a fourth known data sequence of the known data sequences is located in a fifth data block of the data blocks, wherein a fifth known data sequence of the known data sequences is located in a sixth data block of the data blocks, wherein a sixth known data sequence of the known data sequences is located in a seventh data block of the data blocks, and wherein the first known data sequence, the third known data sequence, the fourth known data sequence, the fifth known data sequence and the sixth known data sequence are located in data blocks with a same pattern and are spaced a specific number of segments apart; and a transmission unit configured to transmit the broadcast signal including a parade that includes a collection of data groups having same FEC parameters, wherein the signaling information includes first information identifying the parade and second information indicating a first assigned data group number for the parade to which a first assigned data group belongs. 2. The apparatus of claim 1 , further comprising: a block encoder configured to block encode the encoded mobile data by a block unit. 3. The apparatus of claim 1 , wherein: each of the collection of data groups further includes a plurality of regions including the data blocks; a first region of the plurality of regions is a center of each of the collection of data groups and includes the fourth data block, the fifth data block, the sixth data block and the seventh data block; a second region of the plurality of regions is concentric about the first region and includes the third data block and an eighth data block of the data blocks; a third region of the plurality of regions is concentric about the first region and the second region and includes the second data block and a ninth data block of the data blocks; and a fourth region of the plurality of regions is concentric about the first region, the second region and the third region and includes the first data block and a tenth data block of the data blocks. 4. The apparatus of claim 1 , wherein the encoded signaling information is inserted into the fourth data block of the data blocks. 5. A method for transmitting a broadcast signal, the method comprising: encoding mobile data for Forward Error Correction (FEC); encoding signaling information; forming data groups including the encoded mobile data, the encoded signaling information and known data sequences, wherein at least one of the data groups further includes data blocks, wherein a first known data sequence of the known data sequences is located in a third data block of the data blocks, wherein a second known data sequence and a third known data sequence of the known data sequences are located in a fourth data block of the data blocks, wherein a fourth known data sequence of the known data sequences is located in a fifth data block of the data blocks, wherein a fifth known data sequence of the known data sequences is located in a sixth data block of the data blocks, wherein a sixth known data sequence of the known data sequences is located in a seventh data block of the data blocks, and wherein the first known data sequence, the third known data sequence, the fourth known data sequence, the fifth known data sequence and the sixth known data sequence are located in data blocks with a same pattern and are spaced a specific number of segments apart; and transmitting the broadcast signal including a parade that includes a collection of data groups having same FEC parameters, wherein the signaling information includes first information identifying the parade and second information indicating a first assigned data group number for the parade to which a first assigned data group belongs. 6. The method of claim 5 , further comprising: block encoding the encoded mobile data by a block unit. 7. The method of claim 5 , wherein: each of the collection of data groups further includes a plurality of regions including the data blocks; a first region of the plurality of regions is a center of each of the collection of data groups and includes the fourth data block, the fifth data block, the sixth data block and the seventh data block; a second region of the plurality of regions is concentric about the first region and includes the third data block and an eighth data block of the data blocks; a third region of the plurality of regions is concentric about the first region and the second region and includes the second data block and a ninth data block of the data blocks; and a fourth region of the plurality of regions is concentric about the first region, the second region and the third region and includes the first data block and a tenth data block of the data blocks. 8. The method of claim 5 , wherein the encoded signaling information is inserted into the fourth data block of the data blocks. 9. The apparatus of claim 1, wherein the signaling information includes information related to a code rate of the mobile data. 10. The method of claim 5, wherein the signaling information includes information related to a code rate of the mobile data.
