An apparatus includes a drum to draw in or let out a line and a motor and transmission coupled to the drum to apply a torque thereto. An encoder is provided to measure an angular position of the drum. A counter is provided to record a number of rotations of the drum. A locking mechanism automatically prevents rotation of the drum when the drum stops. Using this information, a processor may calculate an amount of line let out from the drum based on the number of rotations of the drum, the angular position of the drum, and a radius of the drum. In certain embodiments, the angular position and/or number of rotations is stored in non-volatile memory so that is can be recovered in the event of a power outage or other significant event.

The invention claimed is: 1. An apparatus comprising: a drum to draw in or let out a line, the drum comprising a helical groove formed in the outer surface thereof to accommodate the line, the drum having a first end and a second end, the drum comprising a post that is disposed on an outside surface of the first end; a stationary slide bar disposed adjacent the helical groove and a movable passive guide mounted on the slide bar, the movable passive guide comprising a plurality of cogs projecting into the groove and an elongate opening therethrough to allow passage of the line through the movable passive guide as the line is drawn in or let out; a motor and transmission entirely contained within a cavity of the drum and coupled to the drum to apply torque thereto, wherein the motor is disposed proximate to the second end; wherein the transmission is located between the motor and the post; an annular absolute position encoder disposed adjacent to the post, wherein the annular absolute position encoder uses the post on the outside surface of the first end of the drum, the post extending into an annulus of the encoder, to measure an angular position of the drum. 2. The apparatus of claim 1 , wherein the absolute position encoder determines the angular position of the drum immediately upon powering up without need for calibration. 3. The apparatus of claim 1 , wherein the absolute position encoder is a rotary resistive encoder. 4. The apparatus of claim 1 , wherein the absolute position encoder is a rotary magnetic encoder. 5. The apparatus of claim 1 , wherein a number of rotations is stored in non-volatile memory. 6. The apparatus of claim 1 , further comprising a processor to calculate an amount of line let out from the drum based on a number of rotations of the drum, the angular position of the drum, and a radius of the drum. 7. The apparatus of claim 1 , further comprising a means for shorting the motor leads using a battery, a capacitor, or a relay to slow the motor and drum to facilitate engagement of the locking mechanism. 8. The apparatus of claim 1 , further comprising a means for shorting the motor terminals using a battery, a capacitor, or a relay to slow the motor and drum to facilitate engagement of the locking mechanism. 9. The apparatus of claim 1 , further comprising a locking mechanism to automatically prevent rotation of the drum when the motor stops or when power to the motor is interrupted. 10. The apparatus of claim 1 , wherein the locking mechanism directly locks a shaft of the motor.
