A composition for treating a hard surface. The composition has: (a) at least one adhesion promoter; (b) at least one surfactant selected from the group consisting of: anionic, non-ionic, cationic, amphoteric, zwitterionic, and combinations thereof; (c) mineral oil; (d) water; (e) optionally, at least one solvent; and wherein the composition is self-adhering upon application to a surface to be treated, and wherein the composition provides a wet film to said surface when water passes over said composition and surface.

We claim: 1. A cleaning composition comprising: (a) an adhesion promoter, which comprises at least one organic molecule with a hydrophilic part and a hydrophobic part, wherein the hydrophilic part is a polyethoxy residual including from 25 to 55 ethoxy groups; (b) at least one surfactant selected from the group consisting of: anionic, nonionic, cationic, amphoteric, zwitterionic, and combinations thereof; wherein the at least one surfactant includes at least one nonionic surfactant, which can serve all or in part as the at least one adhesion promoter, and at least one cationic surfactant; (c) a blend of ethoxylated linear primary alcohols, wherein each ethoxylated alcohol of the blend includes a carbon chain containing 9 to 17 carbons and the blend of ethoxylated linear primary alcohols has an average of about 1 to about 9 moles ethylene oxide (EO) per mole of alcohol; (d) at least about 25 wt. % water; wherein the composition is a self-adhesive gel having a gel temperature of at least about 50° C. and the total amount of ethoxylated alcohol in the composition is at least about 15 wt. %. 2. The composition of claim 1 , wherein the at least one organic molecule comprises an ethoxylated C 16-18 alcohol. 3. The composition of claim 1 , wherein the adhesion promoter further comprises a polysaccharide. 4. The composition of claim 1 , further comprising greater than 0 to about 3 wt. % of a non-polar hydrocarbon. 5. The composition of claim 4 , wherein the non-polar hydrocarbon comprises mineral oil. 6. The composition of claim 1 , further comprising a solvent, which includes glycerin and/or an alkylene glycol having up to 6 carbon atoms. 7. The composition of claim 1 , wherein the self-adhesive gel has a gel temperature of about 50 to about 80° C. 8. The composition of claim 1 , further comprising a solvent selected from the group consisting of aliphatic alcohols of up to 8 carbon atoms; alkylene glycols of up to 6 carbon atoms; polyalkylene glycols having up to 6 carbon atoms per alkylene group; mono- or dialkyl ethers of alkylene glycols or polyalkylene glycols having up to 6 carbon atoms per glycol group and up to 6 carbon atoms in each alkyl group; and/or mono- or diesters of alkylene glycols or polyalkylene glycols having up to 6 carbon atoms per glycol group and up to 6 carbon atoms in each ester group. 9. The composition of claim 1 , wherein the composition includes a total of about 15 to about 35 wt. % ethoxylated alcohol. 10. A composition for treating a hard surface comprising (a) at least one adhesion promoter, which comprises at least one ethoxylated C 16-22 alcohol including from 25 to 55 ethoxy groups; (b) at least one surfactant selected from the group consisting of: anionic, nonionic, cationic, amphoteric, zwitterionic, and combinations thereof; wherein the at least one surfactant includes at least one cationic surfactant; (c) a blend of ethoxylated linear primary alcohols, wherein each alcohol of the blend includes a carbon chain containing 9 to 17 carbons and the blend of ethoxylated linear primary alcohols has an average of about 1 to about 9 moles ethylene oxide (EO) per mole of alcohol; and (d) at least about 25 wt. % water; wherein the composition is a self-adhesive gel having a gel temperature of about 50 to about 80° C.; and the total amount of ethoxylated alcohol in the composition is at least about 15 wt. %. 11. The composition of claim 10 , wherein the composition comprises a total of about 15 to about 35 wt. % ethoxylated alcohol. 12. The composition of claim 10 , further comprising greater than 0 to about 3 wt. % of a non-polar hydrocarbon. 13. The composition of claim 10 , further comprising about 1 to 12 wt. % glycerin. 14. The composition of claim 10 , wherein the at least one ethoxylated C 16-22 alcohol comprises an ethoxylated C 16 alcohol and/or an ethoxylated C 18 alcohol. 15. The composition of claim 10 , wherein the at least one ethoxylated C 16-22 alcohol comprises an ethoxylated C 20 alcohol and/or an ethoxylated C 22 alcohol. 16. The composition of claim 10 , further comprising glycerin, mineral oil and a fragrance. 17. The composition of claim 10 , wherein the at least one surfactant comprises at least one nonionic surfactant, which can serve all or in part as the at least one adhesion promoter. 18. The composition of claim 17 , wherein the at least one nonionic surfactant comprises an ethoxylated alcohol including 25 to 45 ethoxy groups.
