A barrier panel is formed of a first vertical rail member and a second vertical rail member mounted to and extending between top and bottom rail members. At least one vertical support member is also mounted to and extends between the top and bottom rail members. The first and second vertical rail members include first and second openings, respectively, spaced apart along their lengths. Horizontal cables are mounted to and extend between the first vertical rail member and second vertical rail member. A first end of each horizontal cable is secured within one of the first openings in the first vertical rail member and a second end of each horizontal cable is secured within an opposite one of the second openings in the second vertical rail member. Each cable further passes through an additional opening provided in the vertical support member (which is positioned between the first and second vertical rail members).

What is claimed is: 1. An apparatus, comprising: a first vertical rail member including a plurality of first openings spaced apart along a length of the first vertical rail member; a second vertical rail member including a plurality of second openings spaced apart along a length of the second vertical rail member; a top rail member; a bottom rail member; wherein each of the first and second vertical rail members comprises an outer U-shaped channel, an inner U-shaped channel, wherein said inner U-shaped channel is mounted within the outer U-shaped channel with open ends of the inner and outer U-shaped channels facing each other; wherein the first and second vertical rail members are mounted to and extend between the top and bottom rail members; and a plurality of horizontal cables mounted to and extending between the first vertical rail member and second vertical rail member, wherein a first end of each cable is secured within one of the first openings and a second end of each cable is secured within an opposite one of the second openings. 2. The apparatus of claim 1 , further including at least one vertical support member mounted to and extending between the top and bottom rail members, said vertical support member including a plurality of third openings spaced apart along a length of the vertical support member, each third opening configured with one of said cables extending therethrough. 3. The apparatus of claim 2 , wherein the first and second ends of each vertical support member include a threaded opening, and further including threaded connectors configured to engage with the threaded openings of the vertical support member and connect the vertical support member to the top and bottom rail members. 4. The apparatus of claim 2 , further comprising a first hinge that pivotally connects the first end of each vertical support member to the top rail member and a second hinge that pivotally connects the second end of each vertical support member to the bottom rail member. 5. The apparatus of claim 1 , wherein each horizontal cable comprises an adjustable swage fitting mounted on the first end of the horizontal cable and a clamp fitting mounted on the second end of the horizontal cable. 6. The apparatus of claim 5 , wherein the adjustable swage fitting comprises a threaded end and a shank member, said threaded end and shank member configured to pass through said first opening in the first rail member, and further including a nut secured on said threaded end, said nut being larger in size than said first opening in the first rail member. 7. The apparatus of claim 5 , wherein the clamp fitting comprises a shank member with a flange, said shank member configured to pass through said second opening in the second rail member, and further including a clamping mechanism to clamp on to said horizontal cable. 8. The apparatus of claim 7 , wherein the clamp mechanism comprises a plurality of finger members surrounding the horizontal cable and means for actuating said finger members to clamp on to the horizontal cable. 9. The apparatus of claim 8 , wherein the means for actuating comprises: a tapered surface within an opening formed in said shank member through which the horizontal cable passes; and a bias device configured to bias said finger members against said tapered surface so as to clamp on to the horizontal cable. 10. The apparatus of claim 9 , wherein the bias device comprises a spring configured to press against a support for the finger members and an engagement device configured to be secured within the opening of the shank member in a position to compress said spring against the support for the finger members. 11. The apparatus of claim 8 , wherein the means for actuating comprises an engagement device having a threaded opening, and wherein an outer surface of the finger members is threaded, said threaded opening of the engagement device configured to engage the threaded outer surface of the finger members and cause said finger members to clamp on to said horizontal cable. 12. The apparatus of claim 1 , wherein said first openings spaced apart along the length of the first rail member comprise: inner openings spaced apart along the length of the inner U-shaped channel; and outer openings spaced apart along the length of the outer U-shaped channel; wherein each inner opening is aligned with a corresponding outer opening. 13. The apparatus of claim 1 , wherein the inner U-shaped channel is welded within the open end of the outer U-shaped channel. 14. The apparatus of claim 1 , further comprising a cover for closing the open end of the outer U-shaped channel. 15. The apparatus of claim 1 , further comprising a first hinge that pivotally connects a first end of each of the first and second vertical rail members to the top rail member and a second hinge that pivotally connects a second end of each of the first and second vertical rail members to the bottom rail member. 16. The apparatus of claim 15 , wherein at each of the first and second openings spaced apart along the length of the first and second rail members, respectively, an angled tab cut out from a web of the inner U-shaped channel comprising a first tab end attached to the web and a second tab end, one of said first and second openings positioned between the first and second tab ends. 17. The apparatus of claim 16 , wherein the second tab end of each angled tab engages a web of the outer U-shaped channel. 18. The apparatus of claim 15 , further including: a vertical support member including a plurality of third openings spaced apart along a length of the vertical support member, each third opening configured with one of said cables extending therethrough; a third hinge that pivotally connects a first end of the vertical support member to the top rail member; and a fourth hinge that pivotally connects a second end of the vertical support member to the bottom rail member. 19. The apparatus of claim 1 , wherein for each vertical rail member the outer U-shaped channel includes a first web member and an opposed pair of leg members; the inner U-shaped channel includes a second web member mounted to extend between the opposed pair of leg members offset from the first web member; the inner U-shaped channel includes inner openings spaced apart along the length of the second web member; and the outer U-shaped channel includes outer openings spaced apart along the length of the first web member; wherein each inner opening is aligned with a corresponding outer opening. 20. The apparatus of claim 1 , wherein the top and bottom rail members, first and second vertical rail members, and plurality of horizontal cables are pre-assembled to form a barrier panel. 21.
