A traffic adjustment or a traffic command, for example, is based on data congestion on a cellular network. Position data is received from a mobile device. A portion of a cellular network that corresponds to the position data is selected. The portion of the cellular network may be the geographic area covered by a cell. The network state of the portion of the cellular network is identified. A traffic device is also identified. The traffic device may be a traffic light or a variable speed sign. The traffic adjustment or traffic command for the traffic device is calculated based on the network state.

We claim: 1. A method for a traffic adjustment or a traffic command to control a traffic device, the method comprising: receiving, by a traffic system, position data of a mobile device associated with a vehicle or a pedestrian located in a geographic area; selecting, by the traffic system, a portion of a cellular network corresponding to the position data associated with the geographic area; identifying, by the traffic system, a network state of the selected portion of the cellular network; identifying, by the traffic system, the traffic device based on the position data or the selected portion of the cellular network; and generating, by the traffic system, the traffic adjustment for the traffic device in response to a comparison between the network state and a threshold value, wherein the vehicle or the pedestrian traffic is routed through the geographic area in response to the traffic adjustment at the traffic device. 2. The method of claim 1 , wherein the network state of the selected portion of the cellular network is at least partially based on a throughput of the mobile device. 3. The method of claim 2 , wherein the network state of the selected portion of the cellular network reflects a customer experience on the cellular network or a quality of a signal from the cellular network. 4. The method of claim 1 , wherein the traffic device includes a traffic signal or a variable sign. 5. The method of claim 4 , wherein the variable sign is configured to display a speed limit as a function of the network state of the selected portion of the cellular network for the traffic adjustment of the traffic device. 6. The method of claim 4 , wherein the variable sign is configured to display a message based on the network state of the selected portion of the cellular network for the traffic adjustment of the traffic device. 7. The method of claim 4 , wherein the traffic signal is configured to increase or decrease a wait time for the vehicle or the pedestrian at the traffic device as a function of the network state of the selected portion of the cellular network for the traffic adjustment of the traffic device. 8. The method of claim 4 , wherein the traffic signal introduces a delay for a highway ramp based on the network state of the selected portion of the cellular network for the traffic adjustment of the traffic device. 9. The method of claim 1 , wherein the network state is a bandwidth for the mobile device on the selected portion of the cellular network corresponding to the position data associated with the geographic area. 10. The method of claim 1 , wherein the network state of the selected portion of the cellular network includes a presence of a heavy data user or a number of heavy data users, the mobile device being classified as the heavy data user according to data usage of the mobile device. 11. The method of claim 1 , further comprising: generating, by the mobile device, a driving command to control a vehicle operation of the vehicle in response to the network state of the cellular network corresponding to the position data associated with the geographic area. 12. The method of claim 1 , further comprising: generating, by the traffic system, a driving command to control a vehicle operation of the vehicle in response to the network state of the cellular network corresponding to the position data associated with the geographic area. 13. The method of claim 1 , wherein the traffic adjustment varies according to a classification of the mobile device, wherein the classification is based on data usage of the mobile device. 14. An apparatus for a traffic adjustment or a traffic command to control a traffic device, the apparatus comprising: at least one processor; and at least one memory including computer program code for one or more programs; the at least one memory and the computer program code configured to, with the at least one processor, cause the apparatus to at least perform: receiving, by the processor, position data of a mobile device associated with a vehicle or a pedestrian located in a geographic area; selecting, by the processor, a portion of a cellular network corresponding to the position data associated with the geographic area; identifying, by the processor, a network state of the selected portion of the cellular network associated with the position data; identifying, by the processor, a vehicle traffic device or a pedestrian traffic device associated with the position data; and generating, by the processor, the traffic adjustment for the vehicle traffic device or the pedestrian traffic device in response to a comparison between the network state of the selected portion of the cellular network associated with the position data and a threshold value. 15. The apparatus of claim 14 , wherein the vehicle traffic device or the pedestrian traffic device includes a traffic light or a variable sign. 16. The apparatus of claim 15 , wherein the variable sign is configured to display a speed limit as a function of the network state of the selected portion of the cellular network for the traffic adjustment of the vehicle traffic device or the pedestrian traffic device. 17. The apparatus of claim 15 , wherein the traffic light is configured to increase or decrease a wait time as a function of the network state of the selected portion of the cellular network for the traffic adjustment of the vehicle traffic device or the pedestrian traffic device. 18. The apparatus of claim 14 , wherein the position data of the mobile device, being generated at the mobile device, uses a global positioning system.
