What is claimed is: 1. A system for updating web resources, comprising: at least one processor to access and execute computer readable instructions stored on a computer readable storage medium, the computer readable instructions to, when executed by the at least one processor: download an application to a client device; extract web resources from said application to a local file; and query an external server for web resource updates specific to at least one operating condition specific to said client device, wherein the query comprises a native container version identification, the native container version identification identifying which version of a native container that the web resource updates are intended. 2. The system of claim 1 , wherein said at least one operating condition comprises a version of a native container used to implement said application. 3. The system of claim 1 , wherein said at least one operating condition comprises a type of operating system. 4. The system of claim 1 , where said at least one operating condition comprises a web resource version. 5. The system of claim 1 , further comprising computer readable instructions to cause said at least one processor to send a query that comprises an operating system identification. 6. The system of claim 1 , further comprising computer readable instructions to cause said at least one processor to send a query that comprises a web resource identification. 7. The system of claim 1 , further comprising computer readable instructions to cause said at least one processor to download said web resource updates and to update a web resource version identification stored on said client device. 8. The system of claim 7 , further comprising computer readable instructions to cause said at least one processor to extract said web resource updates after downloading said web resource updates is complete. 9. The system of claim 1 , further comprising computer readable instructions to cause said at least one processor to run said application using contents of said web resources from said local file. 10. The system of claim 1 , further comprising computer readable instructions to cause said at least one processor to query said external server during an application start-up. 11. The system of claim 10 , further comprising computer readable instructions to cause said at least one processor to query said external server in response to an application start-up. 12. The system of claim 1 , wherein said web resource updates comprises specific updates that are compatible with a type of operating system. 13. The system of claim 12 , wherein said web resource updates comprises common updates that are compatible with multiple operating systems. 14. The system of claim 13 , further comprising computer readable instructions to cause said at least one processor to override said common updates with said specific updates in response to a conflict between said common and specific updates. 15. The system of claim 1 , further comprising computer readable instructions to cause said at least one processor to query said external server in response to a change in an application's foreground/background status. 16. The system of claim 1 , further comprising computer readable instructions to cause said at least one processor to send a notice that said client device is updating said web resources. 17. A system for updating web resources, comprising: at least one processor to access and execute computer readable instructions stored on a computer readable storage medium, the computer readable instructions to, when executed by the at least one processor: download an application to a client device; extract web resources from said application to a local file; and query an external server for web resource updates specific to at least one operating condition specific to said client device in response to a change in an application's foreground/background status, wherein the query comprises a native container version identification, the native container version identification identifying which version of a native container that the web resource updates are intended. 18. The system of claim 17 , wherein the query comprises a native container version identification, the native container version identification identifying which version of a native container that the web resource updates are intended. 19. The system of claim 17 , wherein said operating conditions are selected from a group consisting of a version of a native container, a type of operating system, a web resource version, and combinations thereof. 20. The system of claim 17 , wherein the update comprises a common update, the common update being compatible with a plurality of the operating conditions. 21. The system of claim 17 , wherein the application comprises web resources that were pre-packed into the application. 22. The system of claim 17 , wherein the web resources are extracted from the application to local files in response to an initial start-up of the application.
