A locking retractor includes a frame, a spool shaft rotatably mounted thereto, an outer surface of a base of a housing mounted to the frame with one end of the spool shaft extending into an opening defined through the base, one or more locking components arranged on an inner surface of the housing and configured to cooperate with the spool shaft to selectively block rotation of the spool relative to the frame, a sealing member configured to extend about and engage a periphery of the first opening and to extend about and engage a periphery of the spool shaft to form a seal between the base of the housing and the spool shaft to block ingress of moisture and particles, and a cover hermetically attached to the housing with the locking components sealed between the cover and the base of the housing.

What is claimed is: 1. A locking retractor comprising: a frame, a rotatable spool mounted to and rotatable relative to the frame, at least one ratchet wheel mounted to and rotatable with the spool, a locking bar mounted to the frame, the locking bar movable relative to the frame between a first position in which the locking bar engages the at least one ratchet wheel to block rotation of the spool in at least one direction and a second position in which the locking bar does not engage the at least one ratchet wheel, a housing including a base defining a first opening therethrough, the base of the housing having an outer surface mounted to the frame with one end of the locking bar extending into the first opening, one or more locking components arranged on an inner surface of the housing opposite the outer surface thereof, the one or more locking components configured to cooperate with the one end of the locking bar to selectively move the locking bar between the first and second positions thereof to thereby respectively block and unblock rotation of the spool relative to the sidewalls, a first sealing member engaging the base of the housing and extending about a periphery of the first opening, the first sealing member also extending about and engaging a periphery of the locking bar, the first sealing member forming a seal between the base of the housing and the locking bar to block ingress of moisture and particles from the outer surface of the base of the housing to any of the one or more locking components, and a cover hermetically attached to the housing about a periphery thereof with the locking components sealed between the cover and the base of the housing. 2. The locking retractor of claim 1 , further comprising a web coupled at one end to the rotatable spool such that the rotation of the spool in a first direction winds the web thereabout and rotation of the spool in a second direction opposite the first direction pays out the web from the spool. 3. The locking retractor of claim 1 , wherein the retractor is one of an emergency locking retractor and an automatic locking retractor. 4. The locking retractor of claim 1 , wherein the housing and the cover are each formed of a polymer. 5. The locking retractor of claim 1 , wherein the housing defines a channel extending into the housing about the first opening, the channel sized to receive and retain therein the first sealing member, and wherein the first sealing member is positioned within the channel such that the first sealing member engages the housing about the channel and also engages the locking bar about the locking bar when the housing is mounted to the retractor, the first sealing member thereby forming a seal between the first opening of the housing and the locking bar shaft to block the ingress of moisture and particles to the locking components. 6. The locking retractor of claim 5 , wherein the channel extends into one of the inner surface of the base of the housing about the first opening and the outer surface of the base of the housing about the first opening. 7. The locking retractor of claim 1 , wherein one of the base of the housing and the cover includes at least one sidewall extending therefrom about a periphery thereof, the one or more sidewalls hermetically attached to the other of the base of the housing and the cover about a periphery thereof with the locking components sealed between the cover and the base of the housing. 8. The locking retractor of claim 1 , wherein the rotatable spool includes a spool shaft about which the at least one ratchet wheel rotates, and wherein the base of the housing defines a second opening therethrough with the one end of the spool shaft extending therein and engaging at least one of the one or more locking components, and wherein the locking retractor further comprises a second sealing member engaging the base of the housing and extending about a periphery of the second opening, the second sealing member also extending about and engaging a periphery of the spool shaft, the second sealing member forming a seal between the base of the housing and the spool shaft to block ingress of moisture and particles from the outer surface of the base of the housing to any of the one or more locking components. 9. The locking retractor of claim 8 , wherein the housing defines a channel extending into the housing about the second opening, the channel sized to receive and retain therein the second sealing member, and wherein the second sealing member is positioned within the channel such that the second sealing member engages the housing about the channel and also engages the spool shaft about the spool shaft when the housing is mounted to the retractor, the second sealing member thereby forming a seal between the second opening of the housing and the spool shaft to block the ingress of moisture and particles to the locking components. 10. The locking retractor of claim 9 , wherein the channel extends into one of the inner surface of the base of the housing about the second opening and the outer surface of the base of the housing about the second opening. 11. A method of sealing locking components of a retractor, wherein the locking components cooperate with a locking bar coupled to a frame of the retractor to selectively cause the locking bar to engage a ratchet wheel of a spool rotatably mounted to the frame to block rotation of the spool, the method comprising: mounting an outer surface of a base of a housing to the retractor frame, the housing defining a first opening through the base with one end of the locking bar extending into the first opening when the outer surface of the base of the housing is mounted to the retractor, operatively arranging the locking components on an inner surface of the housing opposite the outer surface of the housing, positioning a first sealing member to engage the base of the housing and extend about a periphery of the first opening, and to also extend about and engage a periphery of the locking bar, the first sealing member blocking ingress of moisture and particles from the outer surface of the base of the housing to the inner surface of the base of the housing, and hermetically attaching a cover to the housing about a periphery thereof, after the housing is mounted to the retractor, with the locking components sealed between the cover and the base of the housing. 12. The method of claim 11 wherein positioning the first sealing member comprises positioning the first sealing member to engage the housing and to engage the locking bar circumferentially thereabout when the housing is mounted to the retractor such that the first sealing member forms a seal between the first opening of the housing and the locking bar to block the ingress of moisture and particle to the locking components. 13. The method of claim 11 wherein the housing defines a channel extending into the base of the housing about the first opening, the channel sized to receive and retain therein the first sealing member, and wherein positioning the first sealing member comprises inserting the first sealing member into the channel. 14. The method of claim 11 , further comprising attaching one end of a web to the spool such that the rotation of the spool in a first direction winds the web thereabout and rotation of the spool in a second direction opposite the first direction pays out the web from the spool. 15. The method of claim 11 wherein the housing defines a second opening, separate from the first opening, through the base of the housing with one end of a spool shaft of the spool extending into the second opening
