The invention claimed is: 1. A rubber composition for tires, comprising a nonionic surfactant represented by Formula (I) below in an amount of 0.1 to 6.0 parts by mass relative to 100 parts by mass of a rubber component in the rubber composition, wherein each of a, b, and c represents an integer, b is 20 to 40, and a+c is 10 to 48, wherein the rubber composition has a combined amount of polybutadiene rubber, natural rubber, and polyisoprene rubber of 70% by mass or more based on 100% by mass of the rubber component, and wherein the rubber composition comprises sulfur. 2. The rubber composition for tires according to claim 1 , wherein the rubber composition comprises silica in an amount of 15 to 150 parts by mass relative to 100 parts by mass of the rubber component. 3. The rubber composition for tires according to claim 1 , wherein the rubber composition comprises styrene butadiene rubber in an amount of 1 to 30% by mass based on 100% by mass of the rubber component. 4. The rubber composition for tires according to claim 1 , wherein the rubber composition comprises the sulfur in an amount of 0.1 to 6.0 parts by mass relative to 100 parts by mass of the rubber component. 5. A pneumatic tire, comprising a tire component formed from the rubber composition according to claim 1 . 6. The pneumatic tire according to claim 5 , wherein the tire component is a tread. 7. The pneumatic tire according to claim 5 , which is a winter tire.
