The stabilizer of claim 1 , further comprising: a first bearing which couples an inner circumferential surface of the second boss to an outer circumferential surface of the first boss. 3. The stabilizer of claim 2 , further comprising: a first bearing cover which seals a portion between the outer circumferential surface of the first boss and the inner circumferential surface of the second boss so as to protect the first bearing. 4. The stabilizer of claim 1 , further comprising: a plurality of springs which is inserted between the plurality of first protrusions and the plurality of second protrusions. 5. The stabilizer of claim 4 , wherein a central portion in a longitudinal direction of each of the plurality of springs is bent. 6. The stabilizer of claim 4 , wherein when the decoupler internal element is rotated in a circumferential direction, the plurality of springs generates elastic force prior to the plurality of third protrusions. 7. The stabilizer of claim 1 , wherein first splines, which are coupled to the actuator, are formed on the outer circumferential surface of the decoupler external element. 8. The stabilizer of claim 1 , further comprising: a second bearing which couples the outer circumferential surface of the decoupler internal element to the inner circumferential surface of the decoupler external element. 9.
