A communication device and system are disclosed for providing communication and data services to residents of a controlled facility. The device can be restricted to communicating only using an internet protocol so as to restrict the device communication to an internal intranet. Wireless access points may be disposed throughout the environment to route calls and data between the device and a central processing center. By converting a protocol of the communications received from the device to a protocol used by the central processing center, minimal modifications to the central processing center are needed to support a wireless communication infrastructure. Many restrictions and safeguards may be implemented within the phone and system in order to prevent improper use.

What is claimed is: 1. A controlled-environment telephone system for responding to an inbound telephone call to a wireless communication device associated with an inmate of a controlled environment, the system comprising: a network interface configured to receive the inbound telephone call from a network external to the controlled environment; and one or more circuits configured to: prompt a caller associated with the inbound telephone call for first information or second information depending on availability of caller identification information; prompt the caller for identification information of the inmate; validate the caller based on the first information or the second information and the identification information of the inmate; send a message to the inmate informing the inmate of the inbound telephone call, wherein the message comprises a short message service (SMS) message, a multimedia messaging service (MMS) message, an announcement at the controlled environment, or a page; receive authorization information from the wireless communication device via a private wireless network of the controlled environment; validate the wireless communication device for use with the private wireless network based on the received authorization information; permit an outbound call from the wireless communication device by the inmate to the caller in response to the caller being validated, in response to a successful validation of the wireless communication device, and after an initial authentication of use by the inmate of the wireless communication device is performed; perform an action to the permitted outbound call in response to failing a continued authentication of use by the inmate of the wireless communication device, wherein the wireless communication device performs continued authentication that uses authentication information from the inmate that is provided continuously or at a given authentication interval; and receive sensed environment information from the wireless communication device via the private wireless network, wherein the sensed environment information is associated with monitoring activities of one or more inmates of the controlled environment, wherein the sensed environment information is separate from the permitted outbound call, and wherein the wireless communication device includes at least one sensor to provide the sensed environment information. 2. The system of claim 1 , wherein the first information is a personal identification number (PIN) of the caller. 3. The system of claim 2 , wherein the second information includes the PIN and an account number of the caller. 4. The system of claim 1 , wherein the second information includes the first information and additional information. 5. The system of claim 1 , wherein the identification information of the inmate includes an inmate identification number. 6. The system of claim 1 , wherein the one or more circuits are further configured to provide remote control of the wireless communication device by administration personnel. 7. The system of claim 1 , wherein the one or more circuits are further configured to provide the received sensed environment information to a processing center for analysis of the monitored activities of the one or more inmates in the controlled environment. 8. The system of claim 1 , wherein the one or more circuits are further configured to receive audio information from a microphone via the wireless communication device. 9. The system of claim 1 , wherein the performed action is to terminate the outbound call. 10. The system of claim 1 , wherein the one or more circuits are further configured to remotely configure the wireless communication device. 11. The system of claim 1 , wherein the action performed is to lock down the wireless communication device. 12. The system of claim 1 , wherein the authentication information includes a passcode. 13. The system of claim 1 , wherein the authentication information includes facial information. 14. The system of claim 1 , wherein the authentication information includes fingerprint information. 15. The system of claim 1 , wherein the authentication information includes voice information. 16. The system of claim 1 , wherein the sensed environment information originates from a location sensor, a movement sensor, a visual sensor or an audio sensor. 17. The system of claim 1 , wherein the sensed environment information includes monitored conversations occurring when the wireless communication device is powered off. 18. The system of claim 1 , wherein the one or more circuits are further configured to: remotely activate the wireless communication device to provide sensed environment information associated with monitoring the activities of the one or more inmates of the controlled environment. 19. A method for responding to an inbound telephone call to a wireless communication device associated with an inmate of a controlled environment, the method comprising: receiving the inbound telephone call from a network external to the controlled environment, the inbound telephone call being associated with a caller; prompting the caller for caller information; prompting the caller for identification information relating to the inmate; validating the caller based on the identification information; sending a message to the inmate informing the inmate of the inbound telephone call, wherein the message comprises a short message service (SMS) message, a multimedia messaging service (MMS) message, an announcement at the controlled environment, or a page; receiving authorization information from the wireless communication device via a private wireless network of the controlled environment; validating the wireless communication device for use with the private wireless network based on the received authorization information; performing an outbound call with the wireless communication device by the inmate in response to the caller being validated, in response to a successful validation of the wireless communication device, and after an initial authentication of use by the inmate of the wireless communication device is performed; performing an action to the permitted outbound call in response to failing a continued authentication of use by the inmate of the wireless communication device, wherein the wireless communication device performs continued authentication that uses authentication information from the user that is provided continuously or at a given authentication interval; and receiving sensed environment information from the wireless communication device via the private wireless network, wherein the sensed environment information is associated with monitoring activities of one or more inmates of the controlled environment, wherein the sensed environment information is separate from the permitted outbound call, and wherein the wireless communication device includes at least one sensor to provide the sensed environment information. 20. The method of claim 19 , further comprising determining whether identification information is available from the inbound telephone call. 21. The method of claim 20 , wherein the prompting the caller for caller information differs depending on the determining. 22. The method of claim 19 , wherein the caller information includes a personal identification number (PIN) of the caller. 23.
