A method, system and computer program product for controlling the delivery of voice communications. A profile is created for the user of a mobile device that specifies the thresholds for switching between a cellular network and a wireless network to conduct voice communications as well as stores a list of contacts and associated security levels. If the signal strength of the cellular radio signal is below a threshold, then the mobile device detects one or more wireless networks that are in the area of the user of the mobile device. The profile of the user of the mobile device is then checked to determine if the mobile device is authorized to switch to one of the detected wireless networks to deliver voice communications based on a security level associated with the party communicating with the user. In this manner, the user is able to control the delivery of voice communications.

The invention claimed is: 1. A method for controlling a delivery of voice communications, the method comprising: creating a profile of a first user with a list of contacts and associated security levels; initiating or receiving a telephone call by said first user of a mobile device using cellular radio over a cellular data network; identifying a second user who is communicating with said first user by said telephone call; monitoring a signal strength of a cellular radio signal received by said mobile device over said cellular data network; detecting one or more wireless networks in response to said signal strength of said cellular radio signal being less than a first threshold; checking, by a processor, said profile of said first user of said mobile device to determine if authorized to switch to one of said one or more detected wireless networks to deliver voice communications based on a security level associated with said second user in response to said signal strength of said cellular radio signal being less than said first threshold; selecting a secured wireless network from said one or more detected wireless networks to deliver voice communications using voice over Internet protocol in response to said security level associated with said second user meeting or exceeding a predefined security level and in response to one of said one or more detected wireless networks being secure or selecting one of said one or more detected wireless networks in response to said security level associated with said second user being below said predefined security level; and switching to deliver voice communications using said voice over Internet protocol over said selected wireless network or displaying a notification to said first user of said mobile device with an option to switch to deliver voice communications using said voice over Internet protocol over said selected wireless network. 2. The method as recited in claim 1 further comprising: disabling said mobile device from contacting said cellular data network to ping for service in response to switching to deliver said voice over Internet protocol over said selected wireless network. 3. The method as recited in claim 2 further comprising: monitoring a signal strength of said voice over Internet protocol signal over said selected wireless network; switching to deliver voice communications using said cellular radio over said cellular data network in response to said signal strength of said voice over Internet protocol signal over said selected wireless network being less than a second threshold; and disabling said mobile device from contacting said selected wireless network. 4. The method as recited in claim 1 , wherein said profile specifies only using a secure wireless network for delivering voice communications using voice over Internet protocol for users with a security level that meets or exceeds said predefined security level, wherein said profile permits using an unsecure wireless network for delivering voice communications using voice over Internet protocol for users with a security level that is below said predefined security level. 5. The method as recited in claim 1 , wherein said second user to whom said first user is communicating is identified based on one or more of the following: social media, reverse phone look-up and contact list. 6. The method as recited in claim 1 , wherein said detected one or more wireless networks are Wi-Fi networks. 7. The method as recited in claim 1 further comprising: continuing to deliver voice communications over said cellular data network in response to said security level associated with said second user meeting or exceeding said predefined security level and in response to none of said one or more detected wireless networks being secure. 8. A computer program product for controlling a delivery of voice communications, the computer program product comprising a computer readable storage medium having program code embodied therewith, the program code comprising the programming instructions for: initiating or receiving a telephone call by a first user of a mobile device using cellular radio over a cellular data network; creating a profile of a first user with a list of contacts and associated security levels; initiating or receiving a telephone call by said first user of a mobile device using cellular radio over a cellular data network; identifying a second user who is communicating with said first user by said telephone call; monitoring a signal strength of a cellular radio signal received by said mobile device over said cellular data network; detecting one or more wireless networks in response to said signal strength of said cellular radio signal being less than a first threshold; checking said profile of said first user of said mobile device to determine if authorized to switch to one of said one or more detected wireless networks to deliver voice communications based on a security level associated with said second user in response to said signal strength of said cellular radio signal being less than said first threshold; selecting a secured wireless network from said one or more detected wireless networks to deliver voice communications using voice over Internet protocol in response to said security level associated with said second user meeting or exceeding a predefined security level and in response to one of said one or more detected wireless networks being secure or selecting one of said one or more detected wireless networks in response to said security level associated with said second user being below said predefined security level; and switching to deliver voice communications using said voice over Internet protocol over said selected wireless network or displaying a notification to said first user of said mobile device with an option to switch to deliver voice communications using said voice over Internet protocol over said selected wireless network. 9. The computer program product as recited in claim 8 , wherein the program code further comprises the programming instructions for: disabling said mobile device from contacting said cellular data network to ping for service in response to switching to deliver said voice over Internet protocol over said selected wireless network. 10. The computer program product as recited in claim 9 , wherein the program code further comprises the programming instructions for: monitoring a signal strength of said voice over Internet protocol signal over said selected wireless network; switching to deliver voice communications using said cellular radio over said cellular data network in response to said signal strength of said voice over Internet protocol signal over said selected wireless network being less than a second threshold; and disabling said mobile device from contacting said selected wireless network. 11. The computer program product as recited in claim 8 , wherein said profile specifies only using a secure wireless network for delivering voice communications using voice over Internet protocol for users with a security level that meets or exceeds said predefined security level, wherein said profile permits using an unsecure wireless network for delivering voice communications using voice over Internet protocol for users with a security level that is below said predefined security level. 12. The computer program product as recited in claim 8 , wherein said second user to whom said first user is communicating is identified based on one or more of the following: social media, reverse phone look-up and contact list. 13. The computer program product as recited in claim 8 , wherein said detected o
