A wireless access network node receives, from a coordinating network node, configuration information relating to a configuration of an uplink signal comprising a given uplink sequence selected by a user equipment (UE) from a plurality of uplink sequences and to be transmitted by the UE, the configuration information to enable the wireless access network node to monitor for the uplink signal, the plurality of uplink sequences mapped to respective power levels. The wireless access network node monitors for the uplink signal according to the configuration while the wireless access network node is in an off state, and determines a power level of the uplink signal based on the given uplink sequence in the uplink signal detected by the wireless access network node.

What is claimed is: 1. A wireless access network node comprising: at least one processor configured to: receive, from a coordinating network node, configuration information relating to a configuration of an uplink signal comprising a given uplink sequence selected by a user equipment (UE) from a plurality of uplink sequences and to be transmitted by the UE, the configuration information to enable the wireless access network node to monitor for the uplink signal, the plurality of uplink sequences mapped to respective power levels; monitor for the uplink signal according to the configuration while the wireless access network node is in an off state; and determine a power level of the uplink signal based on the given uplink sequence in the uplink signal detected by the wireless access network node, wherein the determined power level is a first power level responsive to the given uplink sequence in the uplink signal being a first uplink sequence of the plurality of uplink sequences, and the determined power level is a second, different power level responsive to the given uplink sequence in the uplink signal being a second, different uplink sequence of the plurality of uplink sequences. 2. The wireless access network node of claim 1 , wherein the at least one processor is configured to decide, after detection of the uplink signal, whether to activate the wireless access network node to an on state from the off state. 3. The wireless access network node of claim 2 , wherein the deciding is based further on at least one selected from among a target received power at the wireless access network node, a maximum transmit power configured at the wireless access network node, a received power at a wireless access network node serving the UE, and a maximum transmit power configured at the wireless access network node serving the UE. 4. The wireless access network node of claim 2 , wherein the at least one processor is configured to calculate a pathloss to the UE according to the power level determined based on the given uplink sequence, and wherein the deciding of whether to activate the wireless access network node to the on state from the off state is responsive to the calculated pathloss to the UE. 5. The wireless access network node of claim 1 , wherein the uplink signal comprises one of a random access signal or a sounding reference signal. 6. The wireless access network node of claim 1 , wherein the wireless access network node is a first wireless access network node, and the at least one processor is configured to: send a report of uplink signal detection to a second wireless access node; and receive, from the second wireless access node, an indication to activate the first wireless access network node from the off state to an on state, wherein the indication is responsive to information reported by the first wireless access network node based on the uplink signal detection. 7. The wireless access network node of claim 1 , wherein the at least one processor is configured to determine the power level by accessing a data structure that maps between the plurality of uplink sequences and respective different power levels, the at least one processor configured to: retrieve the first power level from the data structure responsive to the uplink signal including the first uplink sequence, and retrieve the second power level from the data structure responsive to the uplink signal including the second uplink sequence. 8. A method comprising: receiving, by a wireless access network node from a coordinating network node, configuration information relating to a configuration of an uplink signal comprising an uplink sequence selected by a user equipment (UE) from a plurality of uplink sequences and to be transmitted by the UE, the configuration information to enable the wireless access network node to monitor for the uplink signal, the plurality of uplink sequences mapped to respective power levels; detect a first instance of the uplink signal according to the configuration while the wireless access network node is in an off state; determine a first power level of the UE based on the first instance of the uplink signal including a first uplink sequence of the plurality of uplink sequences; detect a second instance of the uplink signal according to the configuration while the wireless access network node is in the off state; and determine a second power level of the UE based on the second instance of the uplink signal including a second uplink sequence of the plurality of uplink sequences, the second power level different from the first power level. 9. The method of claim 8 , further comprising deciding, by the wireless access network node after detection of the first instance of the uplink signal, whether to activate the wireless access network node to an on state from the off state. 10. The method of claim 9 , wherein the deciding is based further on at least one selected from among a target received power at the wireless access network node, a maximum transmit power configured at the wireless access network node, a received power at a wireless access network node serving the UE, and a maximum transmit power configured at the wireless access network node serving the UE. 11. The method of claim 9 , further comprising calculating, by the wireless access network node, a pathloss to the UE according to the power level determined based on the first uplink sequence, and wherein the deciding of whether to activate the wireless access network node to the on state from the off state is responsive to the calculated pathloss to the UE. 12. The method of claim 8 , wherein the wireless access network node is a small cell wireless access network node, and the coordinating network node is a macro wireless access network node. 13. The method of claim 8 , wherein determining the first power level based on the first instance of the uplink signal including the first uplink sequence comprises retrieving the first power level from a mapping table in response to the first uplink sequence, the mapping table mapping between the plurality of uplink sequences and respective different power levels, and wherein determining the second power level based on the second instance of the uplink signal including the second uplink sequence comprises retrieving the second power level from the mapping table in response to the second uplink sequence. 14. A non-transitory machine-readable storage medium storing instructions that upon execution cause a wireless access network node to: receive, from a coordinating network node, configuration information relating to a configuration of an uplink signal comprising a given uplink sequence selected by a user equipment (UE) from a plurality of uplink sequences and to be transmitted by the UE, the configuration information to enable the wireless access network node to monitor for the uplink signal, the plurality of uplink sequences mapped to respective power levels; monitor for the uplink signal according to the configuration while the wireless access network node is in an off state; and determine a power level of the uplink signal based on the given uplink sequence in the uplink signal detected by the wireless access network node, wherein the determined power level is a first power level responsive to the given uplink sequence in the uplink signal being a first uplink sequence of the plurality of uplink sequences, and the determined power level is a second, different power level responsive to the given uplink sequence in the uplink signal being a second, different uplink sequence of the plurality of uplink sequences. 15
