A method and an apparatus for detecting a radio network problem are disclosed. The method includes: when a radio link failure (RLF) problem occurs on a user equipment (UE) in a previous cell, a first base station controlling a new cell that a radio resource control (RRC) connection established with the UE receives problem information about the RLF problem sent by the UE, after the RRC connection is established, and the first base station sends the problem information to a second base station controlling the previous cell. In this way, the network side can automatically identify and detect the radio network problem which occurs on the UE, so that the network can perform self-adjustment and optimization, therefore improving the network performance and satisfying use requirements of users.

What is claimed is: 1. A method for detecting a radio network problem, comprising: receiving, by a first base station controlling a new cell, from a user equipment (UE) after the first base station has established a radio resource control (RRC) connection with the UE, problem information indicating a radio link failure (RLF) problem occurred to the UE when the UE was in a previous cell; and reporting, by the first base station, the problem information indicating the RLF problem to a second base station controlling the previous cell where the RLF problem occurred to the UE, wherein the problem information is used by the second base station in the previous cell to perform a problem analysis in response to the RLF. 2. The method of claim 1 , wherein the problem information includes information of an error cause which indicates that the radio network problem is the RLF problem. 3. The method of claim 2 , wherein the problem information further comprises a physical cell identity (PCI) of the previous cell. 4. The method of claim 1 , wherein the problem information includes signal quality of the previous cell relating to the RLF problem. 5. The method of claim 4 , wherein the signal quality of the previous cell comprises at least one of the following: reference signal received power (RSRP) of the previous cell and reference signal received quality (RSRQ) of the previous cell. 6. The method of claim 1 , wherein the signal quality of the previous cell contained in the problem information is the last measurement result taken in the previous cell where the RLF occurred. 7. The method of claim 1 , wherein the problem information about the RLF problem further contains a physical cell identity (PCI) of the previous cell. 8. The method of claim 1 , wherein the reporting includes: sending, by the first base station, the received problem information to the second base station. 9. A base station, comprising: a receiver configured to receive from a user equipment (UE) problem information indicating a radio link failure (RLF) problem occurred to the UE when the UE was in a previous cell, after the base station controlling a new cell has established a radio resource control (RRC) connection with the UE; and a transmitter configured to report, the problem information indicating the RLF problem to a second base station controlling the previous cell, wherein the problem information is used by the second base station in the previous cell to perform a problem analysis in response to the RLF problem. 10. The base station of claim 9 , wherein the problem information includes: information of an error cause which indicates that the radio network problem is the RLF problem. 11. The base station of claim 10 , wherein the problem information further comprises a physical cell identity (PCI) of the previous cell. 12. The base station of claim 9 , wherein the received problem information includes signal quality of the previous cell relating to the RLF problem. 13. The base station of claim 12 , wherein the received signal quality of the previous cell comprises at least one of the following: reference signal received power (RSRP) of the previous cell and reference signal received quality (RSRQ) of the previous cell. 14. The base station of claim 12 , wherein the signal quality of the previous cell in the problem information is the last measurement result taken in the previous cell where the RLF occurred. 15. The base station of claim 9 wherein the problem information about the RLF problem further comprises a physical cell identity (PCI) of the previous cell. 16. The method of claim 9 , wherein the configuration of the transmitter to report includes being configured to send the received problem information to the second base station. 17. A radio network system, comprising: a base station operable to communicatively connect with a user equipment, wherein the base station is configured to: receive, from the user equipment, problem information about a radio link failure (RLF) problem occurred on the user equipment when the user equipment was in a previous cell, after establishment of a radio resource control (RRC) connection between the user equipment and a new cell which is controlled by the base station; and report the problem information indicating the RLF problem to another base station that controls the previous cell where the RLF problem occurred, wherein the problem information is used by the another base station in the previous cell to perform a problem analysis in response the RLF problem. 18. The system of claim 17 , wherein the problem information includes information of an error cause which indicates the RLF problem. 19. The system of claim 18 , wherein the problem information further comprises a physical cell identity (PCI) of the previous cell. 20. The system of claim 17 , wherein the received problem information includes signal quality of the previous cell relating to the RLF problem. 21. The system of claim 20 , wherein the signal quality of the previous cell comprises one or more of: reference signal received power (RSRP) of the previous cell and reference signal received quality (RSRQ) of the previous cell. 22. The system of claim 20 , wherein the signal quality of the previous cell in the problem information is the last measurement result taken in the previous cell where the RLF occurred. 23. The system of claim 17 , wherein the problem information further comprises a physical cell identity (PCI) of the previous cell. 24. The method of claim 17 , wherein the configuration of the base station to report the RLF problem to the other base station comprises being configured to send the received problem information to the other base station. 25. A method for detecting a radio network problem, the method comprising: receiving, by a first base station, problem information from a user equipment (UE) through a radio resource control (RRC) connection, wherein the problem information includes a field carrying the information that a radio link failure (RLF) occurred to the UE when the UE was in a previous cell controlled by a second base station; and reporting, by the first base station, the problem information to the second base station controlling the previous cell where the radio link failure occurs. 26. The method of claim 25 , wherein the problem information includes a physical cell identity (PCI) of the previous cell. 27. The method of claim 25 , wherein the problem information includes signal quality of the previous cell relating to the RLF problem. 28. The method of claim 27 , wherein the signal quality of the previous cell contained in the problem information is the last measurement result taken in the previous cell where the RLF occurred. 29. The method of claim 27 , wherein the signal quality of the previous cell comprises at least one of the following: reference signal received power (RSRP) of the previous cell and reference signal received quality (RSRQ) of the previous cell. 30. The method of claim 25 , wherein the reporting includes: sending, by the first base station, the received problem information to the second base station. 31. A base station comprising: a receiver configured to receive problem information from a user equipment (UE) after a radio resource control (RRC) connection is reestablished
