What is claimed is: 1. An optical fiber cable, comprising: an optical fiber; and a jacket layer formed on the periphery of the optical fiber, wherein the jacket layer comprises a chlorinated polyolefin resin (A), a polyolefin resin (B), and a melt tension improver (J); and the optical fiber cable has an increase in transmission loss of less than 1dB after repeated bendings numbering 36,000 to 52,000 when measured by a repeated bending test in accordance with IEC 60794-1:1993. 2. The optical fiber cable according to claim 1 , wherein the optical fiber cable has a flexural modulus of 3-10 N when measured by conducting a three-point bending test in accordance with ISO 178. 3. The optical fiber cable according to claim 1 , wherein the melt tension improver (J) is at least either an acrylic resin or a fluororesin. 4. The optical fiber cable according to claim 1 , wherein the chlorinated polyolefin resin (A) is a chlorinated polyethylene. 5. The optical fiber cable according to claim 1 , wherein the polyolefin resin (B) is polyethylene. 6. The optical fiber cable according to claim 1 , wherein the jacket layer further comprises a flame retardant (C). 7. The optical fiber cable according to claim 6 , wherein the jacket layer further comprises a flame retardant promoter (D). 8. A sensor, comprising the optical fiber cable according to claim 1 . 9. The optical fiber cable according to claim 3 , wherein the acrylic resin has a number-average molecular weight of 300,000 to 8,000,000. 10. The optical fiber cable according to claim 3 , wherein the acrylic resin has a number-average molecular weight of 500,000 to 6,000,000. 11. The optical fiber cable according to claim 3 , wherein the fluororesin has a number-average molecular weight of 1,000,000 to 30,000,000. 12. The optical fiber cable according to claim 3 , wherein the fluororesin has a number-average molecular weight of 3,000,000 to 20,000,000. 13. The optical fiber cable according to claim 1 , wherein the melt tension improver (J) is present in an amount of 0.5-20 mass % of the jacket layer. 14. The optical fiber cable according to claim 1 , wherein the melt tension improver (J) is present in an amount of 1-15 mass % of the jacket layer. 15. The optical fiber cable according to claim 1 , wherein the chlorinated polyolefin resin (A) is present in an amount of 15-50 mass % of the jacket layer. 16. The optical fiber cable according to claim 1 , wherein the chlorinated polyolefin resin (A) is present in an amount of 20-45 mass % of the jacket layer.
