This technique relates to a receiving device, a receiving method, a providing device, a providing method, a program and a broadcasting system that can notify the receiving side of control information such as the timing to synchronize an application program with progress of a show without using a television broadcast signal. When the application control type written in the application control descriptor is 3, the receiving device acquires application control data from a server, and, for example, acquires and starts a new information service application in accordance with the segment data forming the application control data. When an external device is designated as the command destination device, the receiving device generates a command for the external device, and outputs the command to the external device. In accordance with the command from the receiving device, the external device, for example, acquires and starts the new information service application. This disclosure can be applied in a case where the receiving device is controlled from the broadcasting side.

The invention claimed is: 1. A receiving device comprising: circuitry; and a memory storing a control program that, when executed by the circuitry, controls the circuitry to: receive a broadcast signal including an application control descriptor, wherein the application control descriptor includes an application control type that is one of a first application control type that indicates whether an application can be acquired from a server based on the application control type without command information from the broadcast signal or application control data from the server, a second application control type that indicates whether the application is to be acquired based on the command information from the broadcast signal, or a third application control type that indicates whether the application is to be acquired based on the application control data from the server; acquire the application from the server based on the application control descriptor; if the application control type is the second application control type, determine a command type of the command information and perform a command on the application in accordance with the command type; if the application control type is the third application control type, detect segment data within the application control data that is synchronized with a progress of the broadcast signal and perform an operation in accordance with the segment data; and process a command in the receiving device based on the application control descriptor. 2. The receiving device according to claim 1 , wherein the application control descriptor further includes an application identifier. 3. The receiving device according to claim 1 , wherein the application control descriptor further includes a location identifying a destination from which the application is to be acquired. 4. The receiving device according to claim 1 , wherein the circuitry is configured to: determine a type of the application control descriptor; and acquire the application from the server in an event the type of the application control descriptor is determined to be a predetermined type. 5. The receiving device according to claim 1 , wherein the circuitry is configured to acquire application control data as the additional information from the server in accordance with the application control type. 6. The receiving device according to claim 1 , wherein the receiving device is a television receiver. 7. The receiving device according to claim 1 , wherein the circuitry is configured to acquire, from the server over the Internet, at least one of the application or application control data. 8. A receiving method comprising: receiving, by circuitry of a receiving device, a broadcast signal including an application control descriptor, wherein the application control descriptor includes an application control type that is one of a first application control type that indicates whether an application can be acquired from a server based on the application control type without command information from the broadcast signal or application control data from the server, a second application control type that indicates whether the application is to be acquired based on the command information from the broadcast signal, or a third application control type that indicates whether the application is to be acquired based on the application control data from the server; acquiring, by the circuitry, the application from the server based on the application control descriptor; if the application control type is the second application control type, determining a command type of the command information and performing a command on the application in accordance with the command type; if the application control type is the third application control type, detecting segment data within the application control data that is synchronized with a progress of the broadcast signal and performing an operation in accordance with the segment data; and processing, by the circuitry, a command in the receiving device based on the application control descriptor. 9. The receiving method according to claim 8 , wherein the application control descriptor further includes an application identifier. 10. The receiving method according to claim 8 , wherein the application control descriptor further includes a location identifying a destination from which the application is to be acquired. 11. The receiving method according to claim 8 , further comprising: acquiring, by the circuitry, application control data as the additional information from the server in accordance with the application control type. 12. A providing device comprising: circuitry: and a memory storing a control program that, when executed by the circuitry, controls the circuitry to: broadcast a broadcast signal including an application control descriptor, wherein the application control descriptor includes an application control type that indicates whether: an application can be acquired from a server based on the application control type without command information from the broadcast signal or application control data from the server, the application is to be acquired based on the command information from the broadcast signal, or the application is to be acquired based on the application control data from the server, wherein the application control descriptor is used to acquire the application from the server, wherein, if the application control type is the second application control type, a command type of the command information is determined, and a command is performed on the application in accordance with the command type, and wherein, if the application control type is the third application control type, segment data is detected within the application control data that is synchronized with a progress of the broadcast signal, and an operation is performed in accordance with the segment data. 13. The providing device according to claim 12 , wherein the application control descriptor further includes an application identifier. 14. The providing device according to claim 12 , wherein the application control descriptor further includes a location identifying a destination from which the application is to be acquired. 15. The providing device according to claim 12 , wherein the circuitry is configured to acquire application control data as the additional information from the server in accordance with the application control type. 16. The providing device according to claim 12 , wherein the circuitry is configured to provide application control data as the additional information to a receiving device via a network in response to a request from the receiving device. 17. A providing method comprising: broadcasting, by circuitry of a providing device, a broadcast signal including an application control descriptor, wherein the application control descriptor includes an application control type that indicates whether: an application can be acquired from a server based on the application control type without command information from the broadcast signal or application control data from the server, the application is to be acquired based on the command information from the broadcast signal, or the application is to be acquired based on the application control data from the server, wherein the application control descriptor is used to acquire the application from the server, wherein, if the application control type is the second application control type, a command type of the command information is determined, and a command i
