The present invention relates to a high speed transmission cable that includes a first conductor set, a dielectric film at least partially concentrically disposed around the first conductor set and a pinched portion forming an insulating envelope around the first conductor set. The dielectric film includes a base layer having a plurality of first protrusions formed on a first major surface of the base layer, wherein the dielectric film is disposed such that the base layer is partially concentric with the conductor set and wherein a portion of the first protrusions is disposed between the first conductor set and the base layer in a region where the base layer is concentric with the first conductor set.

What is claimed is: 1. A high speed transmission cable comprising: a conductor extending along a longitudinal axis of the transmission cable; and a first dielectric film comprising a first base layer having a plurality of taller first protrusions and a plurality of shorter second protrusions formed on a first major surface of the first base layer, the first dielectric film disposed on one side of the conductor and at least partially concentric with the conductor, at least two taller first protrusions making contact with the conductor, and at least one shorter second protrusion disposed between the at least two taller protrusions, wherein the taller first protrusions are taller first ridges extending along the longitudinal axis, and each shorter second protrusion is a shorter second ridge disposed and extending transversely between two neighboring taller ridges. 2. The high speed transmission cable of claim 1 , wherein each pair of adjacent taller first protrusions comprise a shorter second protrusion therebetween. 3. The high speed transmission cable of claim 1 , wherein the taller first protrusions are one of a post, a continuous ridge, a discontinuous ridge, a bump, a pyramid and any other three dimensional polygonal shape. 4. The high speed transmission cable of claim 1 , wherein the taller first and shorter second protrusions are ridges extending along the longitudinal axis. 5. The high speed transmission cable of claim 1 further comprising: a second dielectric film comprising a second base layer having a plurality of taller first protrusions and a plurality of shorter second protrusions formed on a first major surface of the second base layer, the second dielectric film disposed on an opposite side of the conductor and at least partially concentric with the conductor, at least two taller first protrusions making contact with the conductor, and at least one shorter second protrusion disposed between the at least two taller protrusions. 6. The high speed transmission cable of claim 5 , wherein on at least one lateral side of the conductor, the taller first protrusions of the first and second dielectric films interpenetrate one another. 7. The high speed transmission cable of claim 1 further comprising an electrically conductive shield substantially surrounding the conductor.
