The present disclosure relates to an image processing device and a method capable of suppressing the reduction of an image quality due to encoding/decoding. The image processing device includes: a quantization unit that when orthogonal transform processing is skipped with respect to a current block, quantizes all components of the current block using one weighting coefficient and when the orthogonal transform processing is performed on the current block, quantizes each component of the current block using a quantization matrix; an encoding unit that encodes the coefficient of the current block which is quantized by the quantization unit; and a transmission unit that transmits the coded data of the current block which is obtained by being encoded by the encoding unit. The present disclosure can be applied to, for example, an image processing device.

The invention claimed is: 1. An image processing device comprising: circuitry configured to: decode coded data and generate quantized coefficients and inversely quantize the generated quantized coefficients of an orthogonal transform skip block in which orthogonal transform processing is skipped, using a quantization matrix with coefficients having the same values. 2. The image processing device according to claim 1 , wherein the quantization matrix is 4×4 matrices. 3. The image processing device according to claim 1 , wherein the circuitry is further configured to inversely quantize a quantized coefficient of an orthogonal transform skip block having a block size of 4×4, using the quantization matrix. 4. The image processing device according to claim 1 , wherein the circuitry is further configured to skip enable information transmitted as a picture parameter set and indicating whether or not to enable the skip of the orthogonal transform processing. 5. The image processing device according to claim 1 , wherein the circuitry is further configured to inversely quantize a quantized coefficient of a non-orthogonal transform skip block subjected to orthogonal transform processing, using a quantization matrix different from the quantization matrix. 6. The image processing device according to claim 1 , wherein the circuitry is further configured to extract a desired channel signal by receiving broadcasting signals and obtains coded data by decoding the extracted desired channel signal, wherein the circuitry decodes the coded data obtained from the broadcasting signals received. 7. The image processing device according to claim 1 , wherein the circuitry is further configured to demultiplex the coded data to separate into video coded data and audio coded data, wherein the circuitry decodes the video coded data separated from the audio coded data. 8. The image processing device according to claim 1 , wherein the circuitry is further configured to reproduce video data obtained by performing decoding and inverse quantization processing on the coded data. 9. The image processing device according to claim 1 , wherein the circuitry is further configured to perform encoding and decoding on audio data. 10. The image processing device according to claim 1 , wherein the circuitry is further configured to read out coded data recorded on a storage medium, wherein the circuitry decodes the coded data read out from the storage medium. 11. An image processing method comprising: decoding coded data and generating quantized coefficients; inversely quantizing the generated quantized coefficients of an orthogonal transform skip block in which orthogonal transform processing is skipped, using a quantization matrix with coefficients having the same values.
