Systems, methods, and apparatus embodiments for electric power grid and network registration and management of physical and financial settlement for participation of active grid elements in supply and/or curtailment of power, wherein Internet Protocol (IP)-based messages including IP packets are generated by transforming raw data content into settlement grade content. Settlement is provided for grid elements that participate in the electric power grid following initial registration of each grid element with the system, preferably through network-based communication between the grid elements and a coordinator, either in coordination with or outside of an IP-based communications network router. Messaging related to settlement is managed through a network by a Coordinator using IP messaging for communication with the grid elements, with the energy management system (EMS), and with the utilities, market participants, and/or grid operators.

The invention claimed is: 1. A method for market-based financial settlement of transactions in an electric power grid network comprising the steps of: at least one active grid element participating in an electric power grid for load, supply, and/or curtailment of power to provide operating reserves and/or grid stabilization for the electric power grid; the at least one active grid element generating information for a market-based financial settlement, the information including at least one kilowatt packet (KWP) unit based upon the participation in the electric power grid; the at least one active grid element transmitting an IP-based settlement message to a settlement processor and/or at least one coordinator; and the at least one coordinator aggregating settlement messages from the at least one active grid element; wherein the at least one active grid element has a home location identifier and a non-home location identifier and the market-based financial settlement includes factors and attributes for grid element participation associated with the home location identifier and with the non-home location identifier; wherein the IP-based settlement message further includes an IP packet including revenue grade metrology associated with each of the at least one active grid element and the at least one KWP unit for the market-based financial settlement corresponding to the participation of the at least one active grid element in the electric power grid; wherein the at least one KWP unit each provides a quantifying market rate for monetization for any unit of kilowatts with respect to time and each comprises measured data transformed into settlement grade data for market financial settlement for load and supply corresponding to the participation of each of the at least one active grid element in the electric power grid for load or supply. 2. The method of claim 1 further comprising the at least one coordinator and/or the settlement processor aggregating KWP units and power supply value (PSV) units to form a power trading block (PTB). 3. The method of claim 1 further comprising one or a multiplicity of grid elements aggregating and/or integrating through the at least one active grid element so that the participation of the one or multiplicity of grid elements is operationally equivalent to a single grid element. 4. The method of claim 3 further comprising the one or multiplicity of grid elements transforming into sub-grid elements upon the one or multiplicity of grid elements aggregating or integrating through the at least one active grid element, wherein the IP-based settlement message includes information for a unique financial settlement that corresponds to each sub-grid element. 5. The method of claim 3 , wherein the one or multiplicity of grid elements include a microgrid. 6. The method of claim 3 further comprising a smart meter tracking and/or communicating data associated with at least one of a thermostat, a building control system, an HVAC system, and any other system that provides for controlling or indicating environmental conditions including humidity, temperature, lighting, and security, wherein one or a multiplicity of grid elements includes the smart meter. 7. The method of claim 1 further comprising at least one of the at least one coordinator, the at least one active grid element, and the settlement processor communicating with at least one of a data center, a central office, a retail store, a hospital, a fabrication facility, a manufacturing facility, and a service facility. 8. The method of claim 1 further comprising assigning a customer identifier, a billing identifier, and/or a grid element unique identifier, to the at least one active grid element for use in financial settlements, wherein the grid element unique identifier further includes an IP address, an equipment identifier, a mac address, location-based factors, time-based factors, grid-function-based factors, at least one grid reliability factor, and/or at least one grid stability factor. 9. The method of claim 1 , wherein the settlement message further includes at least one of: a geodetic reference, an element identifier, a grid element type, a grid element function, a grid element capacity, a grid element profile, a grid element attachment point reference, a KWP value, a grid element power supply value (PSV), a grid element power trade block (PTB) value, a grid element balancing authority association, a grid element owner identifier, and/or a grid element compatibility identifier. 10. The method of claim 1 , wherein the financial settlement includes factors for grid stability-based pricing, operating reserves-based pricing, peak and off-peak timing pricing, and estimations, network models, and/or real-time measurement of actual participation by each of the grid elements, and/or the losses associated with transmission, distribution, and/or resource nodes. 11. The method of claim 1 , wherein the revenue grade metrology includes measured data that provides a higher rate for settlement compared with a projected, an estimated, or a validation, estimating or editing (VEE) rate. 12. The method of claim 1 further comprising a clearinghouse managing the market-based financial settlement. 13. The method of claim 1 further comprising at least one resource settlement point providing for market-based financial settlement at more than one location within the electric power grid. 14. A method for market-based financial settlement of transactions in an electric power grid network comprising: at least one active grid element participating in an electric power grid for load, supply, and/or curtailment of power to provide operating reserves and/or grid stabilization for the electric power grid; the at least one active grid element generating information for a market-based financial settlement, the information including at least one kilowatt packet (KWP) unit based upon the participation in the electric power grid; the at least one active grid element providing a priority of delivery for an IP-based settlement message; the at least one active grid element transmitting the IP-based settlement message to a settlement processor and/or at least one coordinator; the at least one coordinator prioritizing the at least one IP-based settlement message with respect to at least one other message; wherein the settlement message further includes an IP packet including revenue grade metrology associated with each of the at least one active grid element and the at least one KWP unit for the market-based financial settlement corresponding to the participation of the at least one active grid element in the electric power grid; wherein the at least one KWP unit each provides a quantifying market rate for monetization for any unit of kilowatts with respect to time and each comprises measured data transformed into settlement grade data for market financial settlement for load and supply corresponding to the participation of each of the at least one active grid element in the electric power grid for load or supply. 15. The method of claim 14 , wherein the at least one active grid element includes at least one mobile device, further comprising the at least one mobile device providing the priority of delivery for the IP-based settlement message. 16.
