A system for detecting a personal communication device (PCD) in a vehicle having driver and passenger zones is provided. The system includes a camera and a controller. The camera is configured to transmit a first signal indicative of a captured image of an object in the driver zone. The controller is configured to receive the first signal and to receive a status signal indicative of the PCD being in a sleep mode or an active mode. The controller is further configured to receive a motion signal indicative of the PCD being in a stationary mode or a motion mode and to detect that the PCD is in the driver zone if the captured image of the object corresponds to the PCD and if the status signal indicates that the PCD is in the wake up mode or the motion signal indicates that the PCD is in the motion mode.

What is claimed is: 1. A system for detecting a personal communication device (PCD) in a vehicle having a driver zone and a passenger zone, the system comprising: a camera configured to transmit a first signal indicative of a captured image of an object in the driver zone; a controller configured to: receive the first signal; receive a status signal indicative of the PCD being in one of a sleep mode and a wake up mode; receive a motion signal indicative of the PCD being in one of a stationary mode and a motion mode; and detect that the PCD is in the driver zone in response to the captured image of the object corresponding to the PCD and one of the status signal indicating that the PCD is in the wake up mode and the motion signal indicating that the PCD is in the motion mode. 2. The system of claim 1 wherein the controller is further configured to detect that the PCD is in the driver zone in response to receiving the first signal indicating that the captured image of the object corresponds to the PCD within a predetermined time frame of also receiving the one of the status signal indicating that the PCD is in the wake up mode and the motion signal indicating that the PCD is in motion mode. 3. The system of claim 1 wherein the controller is further configured to transmit a zone indicator signal to the PCD to indicate that the PCD is in the driver zone in response to detecting that the PCD is in the driver zone. 4. The system of claim 1 wherein the controller is further configured to receive a transmission status signal indicative of the vehicle being in one of a parked state and a non-parked state. 5. The system of claim 4 wherein the controller is further configured to transmit a vehicle status signal to the PCD such that the PCD restricts usage thereof in the driver zone in response to the transmission status signal indicating that the vehicle is in a non-parked state and the PCD is detected to be in the driver zone based on the captured image of the object corresponding to the PCD. 6. The system of claim 1 wherein the controller is further configured to receive a vehicle speed signal indicative of a speed of the vehicle. 7. The system of claim 6 wherein the controller is further configured to transmit a vehicle status signal to the PCD such that the PCD restricts usage thereof in the driver zone in response to the vehicle speed signal indicating that the speed is greater than a predetermined vehicle speed. 8. The system of claim 1 wherein the controller is further configured to receive a park brake signal indicative of a park brake being engaged. 9. The system of claim 8 wherein the controller is configured to transmit a vehicle status signal to the PCD such that the PCD restricts usage thereof in the driver zone in response to the park brake signal indicating that the park brake is engaged and the PCD is detected to be in the driver zone. 10. The system of claim 1 wherein the controller is further configured to receive an occupant status signal indicative of a passenger being positioned in a front passenger area of the passenger zone. 11. The system of claim 10 wherein the controller is further configured to increase the driver zone to extend into at least a portion of the passenger zone in response to the occupant status signal indicating that the passenger is not positioned in the front passenger area, the controller being further configured to transmit a vehicle status signal to the PCD to restrict usage thereof in response to the PCD being detected in one of the driver zone and in the at least the portion of the passenger zone. 12. The system of claim 1 wherein the controller is further configured to detect that the PCD is in the driver zone in response to determining that the captured image of the object is not recognizable and in response to determining that the one of the status signal indicates that the PCD is in the wake up mode and the motion signal indicates that the PCD is in the motion mode. 13. A method for detecting a personal communication device (PCD) in a vehicle having a driver zone and a passenger zone, the method comprising: receiving, at a controller, a first signal indicative of a captured image of an object in the driver zone; receiving, at the controller, a status signal indicative of the PCD being in one of a sleep mode and a wake up mode; receiving a motion signal indicative of the PCD being in one of a stationary mode and a motion mode; detecting that the PCD is in the driver zone in response to the captured image of the object corresponding to the PCD and one of the status signal indicating that the PCD is in the wake up mode and the motion signal indicating that the PCD is in the motion mode. 14. The method of claim 13 wherein detecting that the PCD is in the driver zone further comprises detecting that the PCD is in the driver zone in response to receiving the first signal indicating that the captured image of the object corresponds to the PCD within a predetermined time frame of also receiving the one of the status signal indicating that the PCD is in the wake up mode and the motion signal indicating that the PCD is in motion mode. 15. The method of claim 13 further comprising transmitting a zone indicator signal to the PCD to indicate that the PCD is in the driver zone in response to detecting that the PCD is in the driver zone. 16. The method of claim 13 further comprising receiving a transmission status signal indicative of the vehicle being in one of a parked state and a non-parked state. 17. The method of claim 16 further comprising transmitting a vehicle status signal to the PCD to restrict usage thereof in the driver zone in response to the transmission status signal indicating that the vehicle is in a non-parked state and the PCD is detected to be in the driver zone. 18. The method of claim 13 further comprising receiving a vehicle speed signal indicative of a speed of the vehicle. 19. The method of claim 18 further comprising transmitting a vehicle status signal to the PCD to restrict usage thereof in the driver zone in response to the vehicle speed signal indicating that the speed is greater than a predetermined vehicle speed. 20. An apparatus comprising: a controller configured to: receive a first signal from a camera indicative of an image of a personal communication device (PCD) in a driver zone in a vehicle; receive a second signal indicative of the PCD being one of active and in motion; and detect that the PCD is in the driver zone in response to receiving the first signal within a predetermined time frame of receiving the second signal.
