A composition for treating a hard surface. The composition has: (a) at least one adhesion promoter; (b) at least one surfactant selected from the group consisting of: anionic, non-ionic, cationic, amphoteric, zwitterionic, and combinations thereof; (c) mineral oil; (d) water; (e) optionally, at least one solvent; and wherein the composition is self-adhering upon application to a surface to be treated, and wherein the composition provides a wet film to said surface when water passes over said composition and surface.

We claim: 1. A cleaning composition comprising: (a) at least one adhesion promoter, which comprises a compound including an alkyl residual having an alkyl chain length of 16 to 30 carbon atoms and a polyethoxy residual having 25 to 45 ethoxy groups; (b) at least one surfactant selected from the group consisting of: anionic, nonionic, cationic, amphoteric, zwitterionic, and combinations thereof; wherein the at least one surfactant includes at least one nonionic surfactant, which can serve all or in part as the at least one adhesion promoter; (c) greater than 0 to about 3.5 wt. % of a non-polar hydrocarbon; (d) at least about 25 wt. % water; and (e) optionally, at least one solvent; wherein the composition comprises about 15 to 35 wt. % ethoxylated alcohol and is a self-adhesive gel having a gel temperature of about 50 to 80° C. 2. The composition of claim 1 , wherein the solvent comprises about 1 to 12 wt. % glycerin. 3. The composition of claim 1 , wherein the composition comprises about 0.5 to 3 wt. % of the non-polar hydrocarbon. 4. The composition of claim 1 wherein the adhesion promoter comprises one or more of C 16 ethoxylated alcohol, C 18 ethoxylated alcohol and C 22 ethoxylated alcohol. 5. The composition of claim 1 , wherein the adhesion promoter comprises C 16-18 ethoxylated alcohol having 25 to 45 ethoxy groups. 6. The composition of claim 1 , further comprising at least one active agent, wherein the active agent is one or more of a fragrance, germicide, antimicrobial, bleach, or deodorizer. 7. The composition of claim 1 , wherein the at least one surfactant further comprises at least one cationic surfactant. 8. The composition of claim 1 , wherein the non-polar hydrocarbon comprises mineral oil. 9. A cleaning composition comprising: (a) at least one adhesion promoter, which comprises a compound including an alkyl residual and a polyethoxy residual including 15 to 55 ethoxy groups; (b) at least one surfactant is selected from the group consisting of: anionic, nonionic, cationic, amphoteric, and zwitterionic surfactants, and combinations thereof; wherein the at least one surfactant includes at least one cationic surfactant; (c) about 0.5 to 3 wt. % non-polar hydrocarbon; and (d) at least about 25 wt. % water; wherein the composition comprises about 15 to 35 wt. % ethoxylated alcohol and is a self-adhesive gel having a gel temperature of about 50 to 80° C. 10. The composition of claim 9 , wherein the compound comprises one or more of C 16 ethoxylated alcohol, C 18 ethoxylated alcohol and C 22 ethoxylated alcohol. 11. The composition of claim 9 , wherein the composition further comprises glycerin. 12. The composition of claim 9 , wherein the composition comprises about 1 to 12 wt. % glycerin; and about 0.5 to 2 wt. % of the non-polar hydrocarbon. 13. The composition of claim 9 , wherein the composition further comprises at least one of fragrance and colorant. 14. A composition for treating a hard surface comprising: (a) at least one adhesion promoter, which comprises C 16-22 ethoxylated alcohol including from 15 to 55 ethoxy groups; (b) at least one surfactant is selected from the group consisting of: anionic, nonionic, cationic, amphoteric, and zwitterionic surfactants, and combinations thereof; wherein the at least one surfactant includes at least one cationic surfactant; (c) greater than 0 to about 3.5 wt. % of a non-polar hydrocarbon; (d) at least about 25 wt. % water; and (e) optionally, solvent which includes glycerin; wherein the composition comprises about 15 to 35 wt. % ethoxylated alcohol and is a self-adhesive gel having a gel temperature of about 50 to 80° C. 15. The composition of claim 14 , wherein the solvent comprises about 1 to 12 wt. % glycerin. 16. The composition of claim 14 , wherein the composition comprises about 0.5 to 3 wt. % of the non-polar hydrocarbon, which includes mineral oil. 17. The composition of claim 14 , wherein the adhesion promoter comprises 016-22 ethoxylated alcohol including from 25 to 45 ethoxy groups. 18. The composition of claim 17 , wherein the C 16-22 ethoxylated alcohol comprises one or more of C 16 ethoxylated alcohol, C 18 ethoxylated alcohol and C 22 ethoxylated alcohol. 19. The composition of claim 15 , wherein the composition comprises at least about 20 wt. % ethoxylated alcohol; about 0.5 to 3 wt. % of the non-polar hydrocarbon; about 1 to 12 wt. % glycerin; and at least about 40 wt. % water. 20. The composition of claim 1 , wherein the solvent comprises polyethylene glycol. 21. The composition of claim 1 , wherein the composition comprises no more than about 2 wt. % of the non-polar hydrocarbon.
