An embodiment of a system for operating a communications controller and a user equipment in a wireless communications system is provided. The communications controller is configured to allocate a first set of subframes to a group of UEs for a DMC link, allocate a second set of subframes to a particular UE in the group of UEs, transmit a first message including information about the first set of subframes to the group of UE, and transmit a second message including information about the second set of subframes to the particular UE. The second set of subframes is a subset of the first set of subframes, and information about the second set includes subframes in which the particular UE may transmit to other UEs in the group of UEs. Subframes in the first set not in the second set are allocated for reception by the particular UE.

What is claimed is: 1. A method comprising: receiving, at a user equipment (UE), a first message from a communications controller, the first message indicating that a set of subframes in a plurality of subframes has been allocated to a group of UEs for a direct mobile communication (DMC) link for a transmission period, the plurality of subframes comprising at least one subframe that is not allocated for device-to-device (D2D) transmissions; receiving, at the UE, a second message from the communications controller, the second message indicating that a first subset of subframes in the set of subframes has been allocated to the UE for D2D transmissions over the DMC link, wherein each of the set of subframes is assigned a subframe index, wherein each subframe of the first subset of subframes is identified for allocation to the UE using a corresponding subframe index, and wherein a first hybrid automatic repeat request (HARQ) process is assigned for the D2D transmissions over the DMC link in the first subset of subframes; and listening, by the UE over the DMC link, for D2D transmissions from other UEs in the group of UEs during subframes in the set of subframes that are excluded from the first subset of subframes allocated to the UE for D2D transmissions over the DMC link, wherein a second HARQ process is assigned for the D2D transmissions from other UEs in the group of UEs during the subframes in the set of subframes that are excluded from the first subset of subframes, and wherein the subframes in the set of subframes that are excluded from the first subset of subframes are determined in accordance with the first message indicating the set of subframes and the second message indicating the first subset of subframes. 2. The method as recited in claim 1 , wherein the second message and the first message are received in a single control message. 3. The method as recited in claim 1 , wherein the first message is communicated to all UEs in the group of UEs. 4. The method as recited in claim 1 , wherein a bitmap message is employed to identify the set of subframes and the first subset of subframes. 5. The method as recited in claim 1 , wherein a function depending on at least a subframe index I is used to determine if a subframe associated with the subframe index I is within the first subset of subframes. 6. The method as recited in claim 5 , further comprising receiving a transmission comprising a first parameter M and a second parameter R, wherein the subframe associated with the subframe index I is allocated to the UE in instances where I mod M=R. 7. The method as recited in claim 6 , further comprising receiving at least one additional, second parameter R. 8. The method as recited in claim 1 , wherein a predefined configuration of subframes is employed to identify the set of subframes and the first subset of subframes. 9. The method as recited in claim 1 , wherein the UE within the group of UEs is identified by a UE identifier in the second message. 10. The method as recited in claim 1 , wherein the first message is a control message. 11. The method as recited in claim 10 , wherein the first message is a radio resource control (RRC) message. 12. The method as recited in claim 1 , wherein the second message is a control channel message. 13. The method as recited in claim 1 , wherein the first HARQ process is separate from a HARQ process that is assigned to the UE for cellular communications. 14. The method as recited in claim 1 , wherein the second HARQ process is separate from a HARQ process that is assigned for cellular communications. 15. The method as recited in claim 1 , wherein the first HARQ process comprises transmitting a D2D transmission in the first subset of subframes over the DMC link according to a pre-determined number of retransmissions. 16. The method as recited in claim 1 , wherein the second HARQ process comprises receiving, over the DMC link, a D2D transmission during the subframes in the set of subframes that are excluded from the first subset of subframes according to a pre-determined number of retransmissions. 17. A user equipment (UE), comprising: a transceiver; a processor; and a non-transitory computer readable storage medium storing programming for execution by the processor, the programming including instructions to: receive a first message from a communications controller, the first message indicating that a set of subframes in a plurality of subframes has been allocated to a group of UEs for a direct mobile communication (DMC) link during a transmission period, the plurality of subframes comprising at least one subframe that is not allocated for device-to-device (D2D) transmissions, wherein each subframe of the set of subframes is identified for allocation to the group of UEs; receive a second message from the communications controller, the second message indicating that a first subset of subframes in the set of subframes has been allocated to the UE for D2D transmissions over the DMC link, wherein each subframe of the set of subframes is assigned a subframe index, and the second message indicates whether each subframe of the set of subframes is allocated to the UE for the D2D transmissions by using a subframe index of a corresponding subframe, and wherein a first hybrid automatic repeat request (HARQ) process is assigned for the D2D transmissions in the first subset of subframes over the DMC link; and listen, over the DMC link, for D2D transmissions from other UEs in the group of UEs during subframes in the set of subframes that are excluded from the first subset of subframes allocated to the UE for D2D transmissions over the DMC link when the second message does not indicate that the subframes in the set of subframes that are excluded from the first subset of subframes are allocated to the UE for a D2D transmission over the DMC link to other UEs in the group of UEs, wherein the subframes in the set of subframes that are excluded from the first subset of subframes are determined in accordance with the first message indicating the set of subframes and the second message indicating the first subset of subframes, and wherein a second HARQ process is assigned for the D2D transmissions from other UEs in the group of UEs during the subframes in the set of subframes that are excluded from the first subset of subframes. 18. The UE as recited in claim 17 , wherein the first message and the second message are received in a single control message. 19. The UE as recited in claim 17 , wherein a bitmap message is employed to identify the set of subframes and the first subset of subframes. 20. The UE as recited in claim 17 , wherein a function depending on at least a subframe index I is used to determine if a subframe associated with the subframe index I is within the first subset of subframes. 21. The UE as recited in claim 20 , wherein the programming comprises further instructions to instruct the UE to receive a transmission comprising a first parameter M and a second parameter R, wherein the subframe associated with the subframe index I is allocated to the UE in instances where I mod M=R. 22. The UE as recited in claim 17 , wherein the first message is a control message. 23. The UE as recited in claim 17 , wherein the first HARQ process and the second HARQ process are separate from a HARQ process that is assigned for cellular communications. 24. A method, comprising: transmitting, by a communications controller, a first message
